THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. The U.S. Environmental Protection Agency (EPA) is conducting market research to determine if there are interested and capable Open Market and/or GSA offerors in the marketplace with the knowledge, skills, interest, and capability to provide real-time monitoring capabilities of the National Advanced Utility Metering System (NAUMS), which provides building managers, facility engineers, and decision-makers with facility energy and water performance data and other actionable information in a timely manner with the attached DRAFT Statement of Work, which includes updating hardware on various sites/locations on an as-needed basis. This market survey is to determine if the Statement of Work is viable in the marketplace, whether offerors are willing to participate, estimated pricing, and if small businesses are available in the marketplace to participate in the procurement process. The EPA plans to issue a single award firm-fixed-price contract with a 12-month Base Period and seven 1-year Option Periods for metering system services for EPA offices located throughout the country. The anticipated NAICS Code is 541690 Other Scientific and Technical Consulting Services of $19 million for Small Business. All interested, capable, and qualified NAUMS service providers are encouraged to reply to this market survey. Please discuss any questions/concerns/improvements you identify in the DRAFT Statement of Work. NARRATIVES SHALL BE NO LONGER THAN 10 TOTAL PAGES; information such as brochures, certifications, and other industry information is not included in the 10-page limitation. Please include the following information in your response/narrative: (1) Company name, address, point of contact information (email, telephone, etc.), and GSA Contract Number, if applicable; (2) Identification and verification of the company's SBA Certified business status (i.e., Large, Small, Certified HubZone, 8(a), Service-Disabled Veteran-Owned, and/or Women-Owned Business); (3) A narrative regarding a thorough review of the DRAFT Statement of Work, and DRAFT Metering System Services Pricing Structure of 12-month Base Period and seven 1-year Option Periods for metering system services and any questions/concerns that need to be addressed/discussed; (4) A narrative regarding additional suggestions to improve the DRAFT Statement of Work and/or DRAFT Metering System Services Pricing Structure to meet overall agency need; and (5) Estimated Pricing based on the DRAFT Metering Services Pricing Structure. The EPA reserves the right to set this action aside for small businesses or subcategories of small businesses if it determines that there are two or more small businesses able to compete in terms of market prices, quality, and delivery. If set aside, a small business would be required to perform at least 50 percent of the direct labor costs incurred under the contract with its own personnel (FAR 52.219-14). Capability statements from small businesses should address their ability to meet this requirement. Capabilities Statements in response to this Sources Sought Synopsis must be submitted via FedConnect by January 5, 2024.
