- Sources Sought for Standard Operating Procedure (SOP) Update at the Lower Colorado Dams Offices (LCDO) NAICS and Size Standard: 561410 - Document Preparation Services, $19 Mil Classification Code: T - Photo, Map, Print, Publication THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. THIS IS A SOURCES SOUGHT. The U.S. Bureau of Reclamation (Reclamation), Lower Colorado Basin, Lower Colorado Dams Office, seeks to determine the availability and adequacy of potential sources to support acquisition of the requirements stipulated below. All qualified concerns may submit capability statements for consideration. All small businesses to include Small Business, Small Disadvantaged Business, Certified 8(a), Indian Small Business Economic Enterprise (ISBEE), Certified HUB Zone, Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Businesses (EDWOSB) and Service-Disabled Veteran-Owned (SDVOSB) are strongly encouraged to provide timely response to this announcement. A response to this announcement is necessary in order to assist Reclamation in determining the potential levels of interest, adequate competition, and the technical capability to provide the required services. The capability statements will be used to determine appropriate procurement strategy; in particular, whether a set-aside is warranted. Capability statements received may also be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. Because this sources sought is for informational/market research purposes only, the Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. Reclamation's LCDO is seeking sources who are able to perform technical writing services to update the SOPs at Hoover, Davis and Parker Dams. All work shall be performed in accordance with the Reclamation criteria, methods, and procedures. Work Locations: 1) Hoover Dam State Route 172 Boulder City, NV 89005 2) Parker Dam U.S. Highway 95 Parker Dam, CA 92267 3) Davis Dam U.S. Highway 95 Bullhead City, AZ 86429 The description of anticipated work is as follows: Provide all labor, equipment, material and supervision to perform the following principal features of the work, including but not limited to: (1) Perform research, documentation, and compilation of information into new SOPs, (2) Perform research, documentation, and compilation of information into updated SOPs, (3) Preparing, formatting, and submitting SOPs; and (4) Develop and conduct SOP training Interested parties should provide a description of: - Any prior experience working on technical documentation development or updates - Any prior experience with hydrogeneration facilities, especially formatting and developing SOPs for hydrogeneration entities - Ability to match PDF format of existing SOP documents - Any prior experience in water storage and conveyance; hydrogeneration operations and maintenance - Ability and/or experience developing digital training content related to an SOP - Any prior experience with the Department of the Interior or Reclamation facilities Interested parties should also include the following information in their response: - Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. SDVOSB, Small Disadvantaged Business, ISBEE, ED/WOSB, HUBZone and/or 8(a)) - Point of contact including name, title, phone number, and email address All interested parties are encouraged to respond to this sources sought with all requested information via e-mail to jkent@usbr.gov no later than 4:00 P.M. local time, on Monday, January 8, 2024. The information provided in this sources sought is the only information the Government has available at this time.
