- Pre-Solicitation Notice for W9128F24Q0004 USACE AIRPLANE FLIGHT OPERATION AND MAINTENANCE On or about 19 December 2023, this office will issue Request for Quote (RFQ) for AIRPLANE FLIGHT OPERATION and MAINTENANCE, Omaha, Nebraska. The solicitation will close on or about 18 January 2023. This solicitation is restricted to SMALL BUSINESSES ONLY. Site Visit: Site visit information will be issued with the solicitation. Description: The contractor shall provide all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, accessories, and equipment as may be necessary to maintain, inspect, repair, one (1) Government-owned Fairchild EC-26D Metro 23 (SA 227DC) aircraft and to operate the aircraft to and between such places and at such times as designated by a Government authorized representative. The aircraft shall be operated and maintained in accordance with all applicable Federal Aviation Regulations for the particular category and class of aircraft. The above project description is for information only full project work statement will be included in Solicitation. Place of Performance: The performance of services will be primarily in the continental United States within the geographic boundaries of NWD.� However, the aircraft and crew can be directed outside the continental United States to its outlying areas as required to respond to emergency operations or water treaty issues. The aircraft is based at Offutt AFB, Omaha, Nebraska and will be operated approximately 550-600 hours per year. Period of Performance: Base year 1-year, With 3 one-year optional periods NAICS Code: The Primary North American Industry Classification System (NAICS) code anticipated for solicitation is NAICS Code 481211- Nonscheduled Chartered Passenger Air Transportation. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity.
