THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. This notice is issued by the NASA/GSFC to post a Statement of Work to solicit responses from interested parties.� This document is for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition.� This procurement intends to acquire the non-commercial, sole source acquisition of 14 Bruker EM 27/Sun instruments and 1 Bruker Infrared Fourier Spectrometer IFS 125HR system in support of NASA�s Greenhouse Gas (GHG) and Increasing Participation of Minority Serving Institutions (IPMSI) initiatives while being in strict adherence to the international agreed upon stands of the COllaborative Carbon Column Observing Network (COCCON) and Total Carbon Column Observing Network (TCCON) networks with minor modifications to meet the specific research configuration requirements of the Government. In order to be part of the global COCCON and TCCON networks, each instrument must be identical to allow for that instrument to be part of the common processing chain. The processing and analysis of the measurements requires firstly a preprocessing of the raw interferograms for the generation of spectra and secondly the quantitative analysis of the absorption spectra for the determination of the desired trace gas abundances. For the latter task, a radiative transfer code and an inversion scheme is applied which fits synthetic spectra to the measurements. For this purpose, the KIT offers source-open tools for both the preprocessing PREPROCESS and the subsequent quantitative trace gas analysis named PROFFAST. PREPROCESS has been developed in the framework of the COCCON-PROCEEDS project supported by ESA. PROFFAST has been developed at KIT to offer a user-friendly application for the trace gas analysis with an optimized performance. PROFFAST accepts *.mod files as used in TCCON for ensuring identical choices for the temperature and water vapor profiles, and the a-priori vertical profiles of the target gases (https://www.imk-asf.kit.edu/english/3225.php). The EM 27/Sun instruments and the IFS 125HR system will be sited after consultation and agreement with NASA Enterprise Service Desk (ESD) Headquarters� and GSFC ESD management. If the acquisition plan, which outlines the utilization of a non-commercial and sole-source approach, deviates from industry standards, we invite you to submit your comments via the email addresses provided below. The Draft Statement of Work (SOW) for Orbital Safety Analysis Support is attached. This presolicitation synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.� The Government may not respond to questions/concerns submitted. The Government will use the information to finalize the RFP as necessary.
