- Description
- The purpose of this solicitation is to award a contract to one vendor to obtain contractor support with the knowledge, skills and abilities to implement FDIC's Acqusition System Next Generation Contract Writing solution using modular, agile, and human centered design approaches. Given the imperative that the FDIC �innovate with less,� it is essential that the Contractor take advantage of modular approaches to derive the benefits articulated throughout this SOO. From an IT perspective, modular development must allow testing to be conducted in shorter time-periods with customer�s needs being refined through stakeholder engagement and feedback through an iterative process customer acceptance is complete. This includes a prioritization of requirements and functionality that will deliver features for the customer. By following a modular approach, the FDIC should recognize the following benefits: Delivery of usable capabilities that provide rapid value to customers as the mission and priorities mature and evolve. Increased flexibility to adopt emerging technologies incrementally, reducing the risk of technological obsolescence. Decreased overall investment risk as plans for smaller projects and increments versus �grand design� (each project has a greater overall likelihood of achieving cost, schedule, and performance goals than a larger, all-inclusive development effort). Greater visibility into contractor performance allowing for a greater opportunity recognize accomplishments and to implement corrective actions without sacrificing the entire investment. Minimizing the risk exposure to the FDIC when/if priorities change. Creation of solution(s) that are intuitive, efficient, and easy to use by understanding the needs, wants, and limitations of the users.
