Description

UPDATED� This is a Request for Quotation prepared in accordance with FAR Part 13, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION:� A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED QUOTES ARE BEING REQUESTED. The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award a purchase order on a competitive basis, under the Simplified Acquisition Procedures in accordance with FAR 13, a firm fixed price award to purchase DocuSign Enterprise Pro with FedRAMP-Env, QA Sandbox with FedRAMP, and Enterprise Premier Support with Fed RAMP in accordance with the attached Statement of Work.� The Purchase Order resulting from this RFQ will be awarded to the responsible Offeror whose quote, conforming to the solicitation, is determined to provide the �Lowest Price that is Technically Acceptable to the government. CMS reserves the right to award based upon the initial quote; therefore, the initial quote should contain the Offeror�s best terms. CMS also reserves the right to conduct exchanges with fewer than all Offerors. All responsible sources must be registered at www.sam.gov. The period of performance is for one base year and two option years. The North American Industry Classification System Code (NAICS) is 513210 (Software Publishers). Responses must be sent electronically in MS Word format to Renee.Wallaceabney@cms.hhs.gov no later than 1:00pm (EST) on December 8, 2023. All questions should be submitted electronically 1:00 PM (EST) on December 7, 2023. Questions will not be answered by telephone. All responses/quotes submitted shall be remain valid for a period of 180 days. INTERESTED PARTIES:� All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. To qualify as a potential contractor for this procurement must have the exact licenses as stated in the statement of work and prove to be a reseller of the licenses. To be considered, interested vendors must submit technical literature describing their capability to effectively satisfy this requirement, as well as terms and conditions and a complete price quote within 5 days of this notice, to the following electronic mail address: renee.wallaceabney@cms.hhs.gov. DISCLAIMER:�� This notice is not Request for Proposals or a Solicitation, nor does it restrict the Government as to the ultimate acquisition approach. This notice is not a commitment from the Government. The Government will not reimburse any bid or proposal costs as a results of this notice. No solicitation exists and request for a copy the solicitation will be disregarded. However, any future solicitation that will be open to competition will be subsequently issued on Sam.gov to permit firms to respond.
