- Request for Information (RFI) BB - REPLACE AIR HANDLING UNIT ED-203 PROJECT # 673-21-151/ 36C24824R0011 Attachment 2 RFI Tracking Log RFI NBR Question/ Response Company Submitted By Dated Received 1. We are to connect the Chilled Water, Hot Water and Steam Piping on the Roof from existing piping, do they have isolation valves? Piping risers to roof are existing, Correct? Midwestern 11/15/23 VA Response: Isolation valves are located in piping vestibule of AHU. Exact locations of isolation valves upstream are unknown. Site investigation by contractor is required. 2. We are connecting Supply Ducts below floor on First level and Supply/Return Ducts at Roof Level. Risers to the roof are existing to be reused, Correct? Midwestern 11/15/23 VA Response: Roof opening (and associated duct) may be re-used. 3. Please confirm the parking area in front of the ED by the ambulances can be used as a crane lift location? Midwestern 11/15/23 VA Response: The preferred side is the west side since we have made lifts there before. If the contractor believes that the east side is the only option, then there will have to be strict coordination and movement since the ambulance by is on that side. Also, cannot guarantee that leadership would accept the plan. 4. Please confirm if the alley by bldg. 2 can also be an alternate crane location. Midwestern 11/15/23 VA Response: This is the preferred location 5 Please provide any restrictions as it pertains to the ceiling space within the ED. What is the maximum foot print we will be allowed to perform the work. Midwestern 11/15/23 VA Response: The footprint should be as reflected on page AS100. Movement will be strictly monitored due to patient privacy. Keep in mind that the ED will be in service 24 hours a day. 6 Are there any working hour restrictions? Midwestern 11/15/23 VA Response: Any hours outside of 8AM to 4:30AM must be approved by the COR. There may be instances where it will make more sense to work outside of normal work hours. We will have to be a little fluid with this because of the nature of the ED functions. 7 Please provide the roof warranty if any for the work area on the roof. Midwestern 11/15/23 VA Response: Attached 8 Who is the controls contractor for this AHU? Midwestern 11/15/23 VA Response: JCI 9 Are there any obstructions above the ceiling in the area where the AHU connects to the ducting that would prevent access to perform the work? Midwestern 11/15/23 VA Response: This is a renovation, so please ensure that project is bid with the expectation of some obstructions. It is a large duct in a small area. Please read all of the notes in the project prints. There are many notes explaining what the contractor should be prepared for and what to expect. The bid offer should include all aspects of the information provided. 10 Would the VA be open to an alternate unit that will fit on the existing curb assuming it offers the same performance as the basis of design OST 11/22/23 VA Response: AHU manufacturer is only basis of design. Alternate AHUs are acceptable if they meet design intent. 11 Can the main hallway below the ductwork be shut down for any period of time? OST 11/22/23 VA Response: Please review AS100 in detail. This page explains the phasing that has been agreed upon by our IPT. The contractor will provide the alternate egress/access path as described by widening the door etc. all this information is on that page. 12 Confirm no reheat coil will be required, just a preheat coil OST 11/22/23 VA Response: Confirmed. 13 Can the POP be extended beyond 220 days? it is unlikely the unit will be constructed in that timeframe. OST 11/22/23 VA Response: If the contractor can show proof of lead times then we will consider an alternate POP timeframe. 14 Reference Drawing AS100 Temporary Conditioning Requirements a. Phase 1 Notes indicate temporary cooling units in approved locations for the demolition phase. Additional General HVAC phasing notes indicate temporary heating and cooling for the Emergency Department Pharmacy. Please clarify the requirements as to whether temporary heating and cooling or just temporary cooling are required. Final phasing plans shall be reviewed along with the owner. 16 Reference Drawing AS100 Temporary Conditioning Requirements a. The mechanical demolition plans indicate that downtime should be kept to a minimum. Please provide requirements regarding what are acceptable temporary conditions, acceptable downtimes, acceptable temporary unit locations, and if temporary heating is also required for areas other than the Pharmacy. Beyond 1 working days, a temporary AHU unit is required. 17 Reference Drawing M000 HVAC Phasing Notes a. Notes indicate manufacturing the ductwork under Phase 1 to minimize the downtime of the Emergency Department. What is a reasonable allowable downtime ? I.E. Would 2 or 3 hours be acceptable for conversion between phases? Notes indicate the installation of temporary HVAC units in approved locations . Please define what are approved locations ? The number of temporary units required significantly impacts costs. For example what is the size is the unit that the contractor proposes to provide? Notes 1 & 2 - Extent of piping to be removed at the pumps is not identified nor removal of pump specials. Is removal of all piping and pump specials back to, but not including existing cut-off valves acceptable? Is this a repair procedure, alteration, or modification? What are the concerns regarding the heat exchangers? Note 4 Demolition of existing Johnson control panel is indicated with relocation of all communications to new SAE located in Room GA-032. Are communications other than those related to AHU ED-203 served from this panel? Can these communications be interrupted for the desired 5-day outage? Contract and Purchasing Solutions, Inc. 11/22/23 VA Response: If the communications affect other areas outside of the project, than any downtime will have to be minimal and coordinated closely. The VA believes that the work can be accomplished with minimal effect to the communications outside of the construction space if planned properly. A 5 day outage of communication for a SAE seems excessive unless there is good reasoning. 23 Reference Drawing MD101 Demolition General Notes a. Note 4 Note indicates Contractor shall adjust to field conditions at no additional cost. Access to above ceiling areas was not permitted by the VA during the site visit due to the number of patients in the ED at the time. If the environment of the ER at the time is not in a critical stance, then the COR will allow one team of persons to enter one at a time with a ladder and open a ceiling tile to take pictures. At no time can the passageway be blocked. 24 Reference Drawing MD102 Keyed Notes a. Demolition requirements for existing hot water, chilled water and steam/condensate piping are not identified. Extent of any existing steam piping is not indicated. Should additional condensate drain indicated on roof remain? Location appears to conflict with the new AHU curb. Please clarify. Note 1 & 2 Notes indicate all instrumentation, piping connections and supports for new pumps shall comply with Detail 9/M500. Extent of new piping is not identified in the drawings. Are the drawings intended to indicate that existing components can be reused including the cut-off valves? If existing cut-off valves are retained, can one pump be replaced at a time, prior to the requested 5-day shutdown to gain additional installation time? Please clarify the goal, performance level, or remediation desired from the manufacturer? The scope of work is not clear for this Note. Please clarify. Should a splitter damper be installed? Existing duct size on right horizontal duct transition is needed. Please clarify. Should existing utilities be assumed to be within the current AHU cabinet? Please clarify. Ductwork shall extend relief ductwork as shown on detail #2/M501. Terminate with weather hood and insect screen. 32 Reference Drawing MH100 Keyed Notes a. New Roof Work Plan New perimeter curb and structural work will be beyond the Area of Work shown on Drawing AS100. Overhead construction and installation of new components above occupied areas is a safety concern. The removal of the existing concrete pad, existing curb, installation of the new structural components, including special inspections, and installation of the new unit curb will be a lengthy process, and maintaining occupancy below will be difficult. Can the area of work be expanded to improve safety? If there is a time where a risk assessment is needed than it will be performed and the team will coordinate steps to mitigate. 33 Reference Drawing M501 Detail 2 AHU ED-203 Detail a. Identify views above Detail Title for clarity (Top, Right Elevation, Left Elevation). Construction of associated vestibule and desired conditioning, lighting, etc. is not indicated. Construction of associated vestibule is equal to AHU construction. 34 Reference Drawing M600 Air Handling Unit Schedule a. Note 1 Revision indicates AHU shall be provided with a conditioned vestibule. Detail 2 on Drawing M501 does not indicate desired conditions or means of conditioning such as electric heaters or cooling vents. What is the scope of work for the vestibule? Relief air cannot be used (considered contaminated during epidemic mode). 35 Reference Drawing M600 Air Handling Unit Schedule a. Scheduled weight of the AHU, 8,853 lbs. does not appear to include the weight of the specified vestibule. Unit alone is approximately 8,200 lbs. The maximum weight of the curb is shown as 10,000 lbs. under note 5D. Structural Drawing S100 indicates maximum weight of 18,024 lbs. for the AHU and curb. Should the listed maximum structural weight include the added vestibule weight? If so, is the maximum weight 18,853 lbs. or 18,024 lbs.? AHU schedule indicates unit MOCP of 45 amps. System narrative does not indicate unit MOCP amps or running amps. This must be coordinated with final unit selection to confirm correct feeder/fuse amps. Some of the answers to this question will come from the construction contractor. What are your methods of installation? Has there been a need identified by the construction contractor that could apply? Will this containment footprint be expanded for required work?
