AMENDMENT TO PRESOLICITATION NOTICE: This notice is an amendment to Pre-Solicitation Notice 36C26224Q0022 and the associated Request for Quote (RFQ) for Wheelchair and Car Transportation services. 36C26224Q0022 was posted on 11/22/2023 and quotes were originally due on 12/7/2023 at 10:00 AM Pacific Standard Time. The response deadline to this RFQ is now extended to 12/14/2023 at 10:00 AM Pacific Standard Time. The following pages are in response to interested vendor questions accompanied by a separately attached revised Statement of Work. Responses are due by 10:00 Pacific Standard Time December 14, 2023. Statement of Work Page 30, Driver qualifications Section 4. 4. Driver Qualifications: The Contractor s Wheeled and hired car drivers shall have successfully completed the Standard First Aid courses of the American Red Cross or equivalent. Proof in the form of a certificate that first aid training has been successfully completed and is current shall be available upon request by any VA staff member. Drivers shall be fully trained and licensed in the State California to operate wheeled and hired car vehicles. Drivers shall have a valid CA State Driver s License and a CA Ambulance Driver Certificate. Drivers shall treat all Veteran patients with courtesy and respect at all times. Verbal and/or physical abuse of VA patients shall not be tolerated and shall be immediately reported to the COR or VAMC Beneficiary Travel section. Updated to: Drivers shall be fully trained and licensed in the State California to operate wheeled and hired car vehicles. Drivers shall have a valid CA State Driver s License with a Passenger Endorsement. Drivers shall treat all Veteran patients with courtesy and respect at all times. Prior to award of contract, certifications shall be provided. Refer to E. 3 52.212-2 Evaluation Commercial Products and Services (Nov 2021) Page 45 On page 45 under Technical, number 3. The quoter will be evaluated on the evidence that they provided listing the transportation assets that will be used in support of the contract. This list will include number of vehicles, location, and specifications of wheeled and hired cars that will be used in the performance of this contract. Refer to FAR 52.212-1 Instructions to Quoters Commercial Items, Page 41, Number 3, Iv The solicitation states:  Iv. The Quoter shall submit a list of at least three, but no more than five contracts which are currently in performance or ended within the last three years with the Quoter as the prime contractor and are for the same or similar service as described in the SOW.   Updated to: Quoter shall submit at a minimum three but no more than five references for current contracts that are currently active or were active within the last three years from the date the solicitation was posted. Contractor shall have been the prime contractor for the referenced contracts and shall have had similar experience for the size and scope of the statement of work found in this solicitation. Answers to questions submitted by interested vendors are provided below: Question 1. Quantity 8000 what's that mean? VA Response: 8000 is the number of projected pickups for that CLIN.   Question 2. JB whats that mean? VA Response: JB stands for Job, so each pick up is a job Question 3. Hired cars what type and how many? VA Response: We would prefer that a van be used to accommodate these picks ups. The pickups average 10 -15 per week. These are for Veterans who are ambulatory, unsteady or walker bound. Question 4. CA driver s license it must have or we can use if we have from different state VA Response: A CA driver s license is required only. Question 5. Can we only submit for the hired cars beside wheelchairs van VA Response: No, the Government requests a full proposal on all the SOW. Question 6. Shouldn t this line item be looking for a per mile charge instead of a Base Rate Beyond 20 Miles Radius?  Line item 0003 (and subsequent option years).  Wheelchair Van- Base Rate Beyond 20 Miles Radius   Shouldn t this line item be looking for a per mile charge instead of a Base Rate Beyond 20 Miles Radius?  Hired car had a per mile rate beyond the 20-mile radius.  The following is also provided in the solicitation: 14. Mileage 14.1. All trips shall be charged as a one-way trip from the designated pick-up point to drop-off locations. Mileage traveled shall be charged only beyond the 20-mile radius from the pick-up point and shall be charged as a one-way trip. All transports and/or trip mileage shall be determined by the latest edition of the Rand McNally Standard Mileage Guide, Thomas Guide or one of the mutually acceptable computer-based map programs. In the case of an incomplete pick-up beyond the 20-mile radius, the Contractor may charge the base rate and the additional miles after the initial 20 miles as indicated in the Schedule of Services and Price. VA Response: No, the mileage shall be charged only beyond (after) the 20-mile radius from the pick-up point and shall be charged as a one-way trip. Question 7 The solicitation states:  Iv. The Quoter shall submit a list of at least three, but no more than five contracts which are currently in performance or ended within the last three years with the Quoter as the prime contractor and are for the same or similar service as described in the SOW.   Please change to: The Quoter shall submit no more than five contracts which are currently in performance or ended within the last three years with the Quoter as the prime contractor and are for the same or similar service as described in the SOW. Question 8. How many vehicles would this require to fulfill? I assume there are areas for efficiency, but for a baseline could we consider each Item Number a vehicle? VA Response: The Government does not provide this information. Question 8a. If unknown, what sort of data is available for us to determine this?  VA Response: The Government does not provide this information. Question 9. Looks like the rate structures varies is that correct? That is additional administrative work, which is why I ask. VA Response: Yes, the CLINS are all different rate structures due to the different required services. Question 10. Under the Quantity section it has 8000, 1000,4100,6500 etc, Will you explain what does these numbers represent? Also, under Unit section it has JB, will you please explain?   VA Response: The numbers represent the projected services per CLIN. JB stands for Job. Question 11. Is this solicitation, asking for 24x7 service, or Is the service time predetermined 24 hour or 48 hour or a week in advance? VA Response: The service is 24 x 7, there are patient discharges at all times of the day. Question 12. Are the hours Monday through Friday 4:00 am to 10:00 pm, exclusive of Federal Holidays, or is it 24x7?   VA Response: No, the service is Monday Sunday, 24x 7 including holidays. Question 13. Under paragraph 7.1, Will all patients we service will require wheelchair service or will some be ambulatory(meaning they can walk with a walker etc. Will such a distinction be made on request? In our industry there is a term used wheelchair but transferable. These are patients who normally are in wheelchairs but are able to transfer ( i.e. getup stand and sit in a car seat). We have found that a lot of our patients who are in this mode prefer a smaller vehicle as they are much more comfortable than a big wheelchair van with electric lifts. Also, Quadriplegic patients will require a Gurney Van. Is that in scope of work as well? VA Response: Yes, the VA will identify any patient that is ambulatory, walker, wheelchair bound, or gurney bound or if they require transfer from wheelchair to seat. Question 14. Will patient weight and height data be provided? VA Response: Yes, patient weight and height data will be provided. Question 15. Per paragraph 6.2, how long is this training and how do we get this training and where? VA Response: The training is provided Vetride and is only 45 minutes long and can be completed online. Question 16. Under Paragraph 8, It specifies only one patient, however, with prior approval, for route efficiency if permissible, will multiple loading be allowed? VA Response: Yes, multiple loading will be allowed, otherwise you will be notified. Question 17. Under paragraph 10.2 Please define what is meant by ""Higher Level Transport"" and please define ""trained and proficient in handling constant watch patients in a safe and courteous manner"". We have CPR trained and wheelchair attendant training certificates. Besides, the Red Cross certification, are there any additional certification necessary? VA Response: Higher Level of Transport refers to CPR, ADA Training. No other additional certifications are necessary. Question 18. Who is the current incumbent on this contract, and what was the awarded amount or the contract ID?  VA Response: The contract is 36C26218D0112. Question 19. Under paragraph 12.1 stating, ""A schedule of the next day's transports shall be provided no later than 4:30"", does it mean that most of the transports for the next day transport will be provided a day before or that we may have more notice for a lot of trips but will have trip at least a day prior? VA Response: The government will provide the schedule with a minimum of 24 hours notice. Other times weeks in advance, and if less than 24 hours ad hoc. Question 20. Under Paragraph 12.2 "" Patient with 4-hour notice"" , sometimes after all routes have already been assigned, this accommodation requires extra vehicles on standby in each region and sometimes creates logistical impossibilities. Under such circumstances, we may have to use a subcontractor, will that be allowed? VA Response: The government will provide the schedule with a minimum of 24 hours. Other times weeks in advance, and if less than 24 hours ad hoc. A subcontractor can be used as long as it is the same cost. Question 21. Paragraph 13 is in conflict with the 24 x 7 hour mentioned elsewhere. Is 24 x 7 referring only to the dispatch office? VA Response: No, services are required 24x7, due to patient releases/discharges. Question 22. Under paragraph 16, notification to VAMC Beneficiary Travel, how is this notification to be made? text or email allowed? We have had issues in the past of too long hold times, loss of signals etc. Is there a back-up with the notification process. VA Response: The Vetride system can be used to communicate such instances, email and also phone calls can be used as other forms of communication. Question 23. Under paragraph 20.2.7, mileage will be through google maps calculations. Our vehicles do not have meters. Will that be allowed? VA Response: Vetride can be used to calculate mileage if meters are not available. Question 24. Under Pricing Schedule, 0003, I don't understand what it's asking for, a base rate beyond 20 miles. Perhaps, this should be a per mile beyond 20-mile charge? Will you clarify what it's asking for, with regards to trips that are beyond the 20-mile radius? VA Response: Correct, every mile beyond 20 miles is charged. Question 25. Do you have a current idea/breakdown of how many patients are near each regional center?  VA Response: The government does not provide this type of information. Question 26. Item ending in 0003 Wheelchair Van - Base Rate Beyond 20 miles - 4100 jobs. This currently indicates that 21 miles and 2100 miles are being paid the same rate. I believe it was intended that the VA has a 20 mile threshold and all trips beyond that number would be paid per mile as indicated in line item 0005. Also under statement of Work item 14.1 Mileage (page 32 of 61) it states:  ""All trips shall be charged as a one-way trip from the designated pick-up point to drop-off locations. Mileage traveled shall be charged only beyond the 20-mile radius from the pick-up point and shall be charged as a one-way trip. All transports and/or trip mileage shall be determined by the latest edition of the Rand McNally Standard Mileage Guide, Thomas Guide or one of the mutually acceptable computer based map programs. In the case of an incomplete pick-up beyond the 20-mile radius, the Contractor may charge the base rate and the additional miles after the initial 20 miles as indicated in the Schedule of Services and Price."" VA Response: Correct, every mile beyond 20 miles is charged. Question 27. Item ending in 0004 Hired Car - Base Rate Within 20 Minutes Radius of Pickup - 6500 jobs. I believe this should be miles instead of minutes. As per SOW 14.1. VA Response: Correct, this should be miles. Question 28. Each item is identified as a job rather than a trip or mileage which indicates that the total amount of trips for this contact is 24,300 jobs or trips. Is this the intention or would some of those count as miles? VA Response: Each trip is a trip; some are roundtrips, and some are one-way only. Question 29. B.2 PRICE/COST SCHEDULE CLIN s 0004, 1004, 2004, 3004, and 4004 should within 20 minutes radius be changed to within 20 miles radius ? VA Response: Correct, this should be miles and not minutes. Question 30. Please clarify pricing from Pickup for instances of a remote pickup and transportation to a facility remote from the West LA Medical Center (or vice versa).  Does this include deadhead miles from the West LA Medical Center to the remote pickup?  Also see 14. VA Response: No, the place of pick to drop off point. Question 31. Please clarify the term JB under UNIT for each CLIN.  Is this job defined as each one-way trip? How does this affect trips beyond 20 miles if JB is defined as each mile?   VA Response: JB is job, one way trip. VA Response 2nd Question: Even though it s a job you are paid after 20 miles, per mile. Question 32. How do you calculate JB for wait times CLIN 0007 & 0009?  Is this defined as each 15 min increment?   VA Response: Any minute after 15 minutes are charged by the minute of wait time. Question 33. Is the afterhours fee CLIN 0008 applied to each trip outside the normal hours of operation in addition to the base rate or does it replace the rate?  If it replaces, please consider separate CLINs for wheelchair van and hired car and excess miles.  Section D.13. indicates that the outside of normal hours fee is a round-trip fee --- please clarify/confirm. VA Response: It is applied to after the base rate, so no need to add a separate CLIN. Question 34 40 All relate to D.1 STATEMENT OF WORK Question 34. 3.3 is this intended to require all raised height vans or are ADA minivans acceptable for ambulatory patients and patients in wheelchairs?  Are raised height vans required for patients with scooters? VA Response: No, scooters are to ambulate to a seat position. Question 35. 3.4 Please consider adding a CLIN for post-trip cleaning/disinfecting for COVID transportation and for pests, bodily fluid spills, and the like. VA Response: Yes, a cleaning fee would be submitted for any of the above incidents. Question 36. 4.1 Please consider deleting the requirement for Ambulance Driver Certificates. VA Response: The requirement for Ambulance Driver Certificate will be removed. The requirement is for a Driver s License and an endorsement of PV which is for passengers. Question 37. 6.2 refers to an on-site coordinator.  Please advise location, hours, and if the VA will supply any items such as: office, desk, phone, computer, etc.  Can a CLIN be added for the coordinator position?  VA Response: No, the Government will not provide any of the items listed in your question. No, a CLIN for a coordinator position will not be added. Question 38. 7.1 Please clarify if we are required to transport bariatric patients. VA Response: Yes, VA will identify them ahead of time. Question 39. 7.1 Please clarify that patients using scooters must shift to a fixed seat during transportation.  For safety reasons, we prefer that patients using scooters do not load into the vehicle while on their scooter.  If they shift to a fixed seat at loading, raised height vans should not be required. VA Response: Yes, patients in a scooter shall be in a fixed seat. Question 40. Please clarify if 50 pounds is the maximum weight of any luggage or other equipment that our driver is expected to assist with (see 3.3). VA Response: Yes, 50 is the max weight. Question 41. 10.1 Please clarify if contractor is required to provide a patient caretaker (attendant) for Constant Watch patients.  Is so, please add a CLIN to address the price for an attendant and describe the requirements. VA Response: Yes a patient caretaker is required for Constant Watch Patients. The VA will provide a caretaker, or the CNH will provide one. No, the Government will not add a CLIN for this requirement. Question 42. 10.2 states the driver needs special training.  Does the VA provide the training? What is frequency and cost?  VA Response: No, the VA does not provide the training. Question 43. 12.1 How will the schedule be provided daily?  Can the orders be provided in a spreadsheet that is transmitted by encrypted email? VA Response: Schedules will be provided thru Vetride or via encrypted email. Question 44. 15.0 states patients shall not be picked up more than 2 hours of their scheduled medical appointment, but 12.3 a-e does not state the orders received will include appointment times.  Will the contractor receive both the time of pick up the Veteran booked and appointment time?  Will the contractor have flexibility to adjust time if we do not schedule an arrival earlier than 2 hours of medical appointment?   VA Response: The VA provides both the appointment time and pick up time. Question 45. Please provide a spreadsheet detailing low, average, and maximum monthly trips to and from each location detailing patient home by zip code and destination by VA facility.  We will assume that for most pickup trips, there will be an identical reverse return one-way trip. VA Response: The Government will not provide this information. Question 46. Will the contractor be required to use VetRide or any other system the VA uses for transportation?  If yes, please explain in detail the expectations for usage. VA Response: Yes, the contractor will be required to use VetRide.   Question 47. Section - 4. Driver Qualification. The driver shall possess a valid California State Driver s License and a California Ambulance Driver Certificate. Given that the solicitation does not include ambulance services, is the ambulance driver certificate still required?  VA Response: The requirement for Ambulance Driver Certificate will be removed. The requirement is for a Driver s License and an endorsement of PV which is for passengers. Question 48. The price sheet for greater LA, under, Item number 0004, 1004, 2004, 3004, 4004, you meant Miles instead of minutes, correct? VA Response: Correct, item number 004, 1004, 2004, 3004, 4004 should state miles. Question 49: Item number 0003 and 0005, is that supposed to be a mileage rate or is that just a base rate for over 20 miles.  I don't see any mileage on the Item Numbers VA Response: Correct in items 0003 and 0005 every mile beyond 20 miles is charged. SOW 1.GENERAL PROCEDURE. 1.1. The Contractor shall provide Wheeled and Hired Car Services to Veteran patients of the main VAGLAHS Medical Center and participating Community Based Outpatient Clinics (CBOCs), twenty-four (24) hours a day, seven (7) days a week including holidays as requested by the Government. All services shall be provided in accordance with the terms, conditions and requirements as specified herein. 1.2. The Contractor shall have a 24-hour dispatch center(s) to accommodate request from the HS. This includes an office where employees manage vehicles and dispatch/send them where they are needed. 1.3. Contractor shall provide services to Veterans residing in the Los Angeles and Ventura counties. The Contractor shall have the capability to acquire required Licenses and/or any permits to perform the required services in the state of California and Ventura County. 1.4. Contractor shall perform all services from the designated pick-up point to the drop-off location. Which may include the main VAMC Medical Centers, Community Based Out-Patient Clinics or other designated locations (i.e., nursing homes, airport. Other medical facilities, etc. including delivery to specific rooms within a building if so specified. 2. PARTICIPATING COMMUNITY BASED OUTPATIENT CLINICS (CBOCs): 2.1. The following are the addresses of the participating clinics where patient transport services. shall be needed in addition to the main hospitals. Other future community-based outpatient clinics may be added as the of Greater Los Angeles Healthcare System (VAGLAHS) grow with the demand of the hospital. 2.1.1. Veterans Administration of Greater Los Angeles Healthcare System (VAGLAHS): The following are the addresses of the clinics that will involve patient transport in addition to the VAGLAHS: VA LOS ANGELES HEALTHCARE SYSTEM Sepulveda Ambulatory and Nursing Home Center 16111 Plummer St North Hills, CA 91343 San Luis Obispo VA Community Clinic 1288 Morro St Ste 200 San Luis Obispo, CA 92401 Los Angeles Ambulatory Care Center 351 Temple Street Los Angeles, CA 90012 Ventura VA Community Clinic 5250 Ralston St, Ventura, Ca 93003 East Los Angeles VA Community Clinic 5426 E. Olympic Blvd Commerce, CA 90022 Santa Barbara VA Community Clinic 4440 Calle Real Santa Barbara, CA 93110 Gardena VA Community Clinic 1149 W. 190th St Gardena, CA 90248 Santa Maria VA Community Clinic 1550 East Main Street Santa Maria, CA 93454 Pasadena VA Community Clinic 420 W. Las Tunas Dr #1 San Gabriel, CA 91776 Lancaster VA Community Clinic 340 E. Avenue Suite 108 Lancaster, CA 93535 Bakersfield VA Community Clinic 1801 Westwind Drive Bakersfield, CA 93301 3. VEHICLES: 3.1. Contractor shall provide vehicles, equipment, and supplies of the quality, model and condition which ensures each patient high quality transportation service. Each vehicle shall be in excellent mechanical condition. The interior and exterior of each vehicle must be well maintained and present a respectable appearance. Each vehicle shall be of a model and make to ensure safe and comfortable transportation for the patient and must be inspected and maintained daily to assured mechanical fitness for public safety. Each vehicle shall be equipped with such safety items as required by Federal, State, and local authorities in the area in which they are operated, and any other items required by the authorities in the future. In addition, the vehicles must have as a minimum: 3.1.1. Heater and air conditioning in good operating condition capable of maintaining a comfortable temperature throughout the vehicle interior. 3.1.2. Safety restraint equipment to ensure wheelchairs are secure and do not move during Transport. 3.1.3. First aid kit and supplies. 3.1.4. Fire extinguisher. 3.1.5. Appropriate road emergency warning equipment. 3.1.6. Two-way communication devices. 3.1.7. Written emergency procedures that are immediately accessible, concise and comprehensible to the person operating the vehicle. 3.2. Contractor shall provide transportation vehicles and/or services that are in accordance with Federal, State, and local laws. Contractor s vehicles shall be equipped with safety devices to load/unload passengers under all physical circumstances to enable easy and safe loading of patients confined to wheelchairs. 3.3. Contractor s vehicles shall accommodate all patients regardless of their weight or size in accordance with the vehicles stated maximum capacity. Contractor s vehicles shall have seats for patient caretakers and shall accommodate medical equipment, devices, and luggage with a maximum weight of 50 pounds each. Vehicles shall have sufficient room, so patients are not required to bow their heads to avoid hitting the ceiling during loading/unloading and transport regardless of height of patient. 3.4. The Contractor shall submit sufficient evidence in the event that cleanup is required because of pest infestation or bodily fluids that the actions transpired while transporting a VAMC veteran in order to be reimbursed. 3.5. Contractor shall have a dispatch center and vehicle management site. The dispatch center shall be equipped with tracking devices and equipment to maintain two-way communications between the dispatcher and each transportation vehicle dispatched in support of this contract. 4. DRIVER QUALIFICATIONS: 4.1. The Contractor s Wheeled and hired car drivers shall have successfully completed the Standard First Aid courses of the American Red Cross or equivalent. SOLICITING: Soliciting Veteran patients in any form or for any reason by Contractor personnel is STRICTLY PROHIBITED. 6. TRAINING: 6.1. The Contractor shall provide training for drivers on proper handling of VA patients and instruction in the following: 6.1.1. Proper loading and unloading procedures inclusive of tie down of patient and equipment. 6.1.2. The handling of accidents in the event of an accident involving the Contractor s equipment and/or personnel with a Veteran patient on board. 6.2. Each on-site coordinator, and those that act in their capacity during times of annual leave, illness, or other unexpected absence, is required to receive training from the VAMC Beneficiary Travel section in special mode transportation procedures prior to working independently as the on-site coordinator. 7. TYPES OF PATIENTS TO TRANSPORT: 7.1. VA beneficiaries requiring transport are Veteran patients that may have multiple medical conditions and consist of ambulatory, partial ambulatory with wheelchairs and scooters, blind, amputees, spinal cord injured patients consisting of paraplegics and quadriplegics. 7. 2 Contractor s vehicles shall have seats for patient caretakers and shall accommodate medical equipment, devices, and luggage with a maximum weight of 50 pounds each. In addition, some patients carrying oxygen bottles mounted on wheelchairs or in portable carriers but require no administration of oxygen by Contractor personnel. 8. NUMBER OF PATIENTS It is understood and agreed that only one patient shall be transported per trip unless specifically authorized by the VA Medical Center. 9.TRANSPORATION OF AUXILLIARY EQUIPMENT The Contractor shall be required to transport items including, but not limited to, patient s luggage, medical records, medication, and comfort items from pick-up point to destination at no additional cost to the Government. Luggage to be transported shall be restricted to suitcase and valise type. 10. CONSTANT WATCH PATIENTS: 10.1. Constant watch patients require continuous observation by a patient caretaker. These patients have been determined to be an elopement risk, hostile (verbal or physical) or confused. 10.2. In the event a constant watch patient requires a higher level of transport than initially ordered, the VAMC Beneficiary Travel section shall be contacted immediately to obtain authorization to provide the level required. Contractor personnel shall be trained and proficient in handling constant watch patients in a safe and courteous manner. 10.3. Constant watch patients shall be left at delivery point only with a responsible party designated at the time of order. Patients shall not be left unattended and shall be turned over to designated parties at drop-off locations. The designated party shall be identified by the VAMC section at the time the order is placed. 11 TRANSPORTATION OF AUXILLIARY EQUIPMENT: Contractor shall transport the following auxiliary equipment for patients: wheelchair/power wheelchair, scooters, luggage, medical records, medication, comfort items, and adaptive devices medical equipment from pick-up point to destination. 12. ORDERS: 12.1. Requests for services shall be made by the VAMC Veterans Transportation Office (VTS) and The Administrative Officer of the Day (AOD). A schedule of the next day s transports shall be provided to the Contractor no later than 4:30 PM local time one business day prior. 12.2. Patients may be added to the daily manifest with 4 hours notice of pickup or drop off. 12.3. Patient transportation request may be cancelled with a 4-hour notice and will not be charged to the Government. The VAMC Beneficiary Travel section shall provide the following information for all orders: a. Veteran patient's full name. b. Address of pick-up point and address of destination. c. Any additional member such as care givers shall be identified. d. Date of trip/time of pick-up. e. The authorizing Official from VAMC Beneficiary Travel section 13. Hours of Operation: Normal hours of service are Monday through Friday 4:00 am to 10:00 pm, exclusive of Federal Holidays. A one-time fee for round-trip transportation services that are required outside of these normal working hours shall be paid to the contractor in accordance with the price identified in the schedule of services and price. 14. Mileage 14.1. All trips shall be charged as a one-way trip from the designated pick-up point to drop-off locations. Mileage traveled shall be charged only beyond the 20-mile radius from the pick-up point and shall be charged as a one-way trip. All transports and/or trip mileage shall be determined by the latest edition of the Rand McNally Standard Mileage Guide, Thomas Guide or one of the mutually acceptable computer based map program. In the case of an incomplete pick-up beyond the 20-mile radius, the Contractor may charge the base rate and the additional miles after the initial 20 miles as indicated in the Schedule of Services and Price. 14.2. Contractor shall ensure that the pick-ups and drop-offs shall be scheduled so that the total Distance traveled shall result in the most economical charge to the Government. 15. VA WAITING TIME: Patients shall not be picked-up prior to two hours of their scheduled medical appointments unless it was arranged and coordinated upon services being ordered by VAMC. All transport services shall be scheduled to prevent patients from having to wait longer than forty-five (45) minutes for pick- up. In the event a patient is to be delayed for an appointment due to circumstances beyond the control of the Contractor, the dispatch center must be notified immediately by the designated driver that a delay is anticipated in order to report the delay of the patient beneficiary to the appropriate VA personnel. 16.
