Description
THIS IS A SOURCES SOUGHT SYNOPSIS FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. The Environmental Protection Agency (EPA) is performing market research to identify the capabilities of firms for an anticipated construction requirement at its Research Triangle Park (RTP), NC campus, located at 109 T.W. Alexander Drive, Research Triangle Park, NC, 27709. The construction project is for restoration and repairs of two existing parking garages. The garages were initially constructed between 1999 and 2001, and have sustained degradation and weathering over time. A design package for the restoration work has been acquired. The selected licensed general contractor shall perform restoration and repairs in accordance with the design�s specifications and drawings. See the attached DRAFT Statement of Work and Specifications/Drawings for full details. The successful contractor shall provide all necessary labor, materials, and services in support of the efforts. To be considered a potential source, a firm must demonstrate they are able to provide the necessary personnel and services to support the efforts delineated by the draft SOW. An acquisition strategy has not been finalized. EPA currently intends to award one firm-fixed-price construction contract under this requirement in FY24. In accordance with FAR 36.204 Disclosure of the Magnitude of Construction Projects, the estimated price of the project is between $5,000,000.00 and $10,000,000.00. The applicable NAICS code is 236220 (Commercial and Institutional Building Construction) with a size standard of $45.0 million. The U.S. EPA is particularly interested in ensuring potential contractors possess sufficient bonding capacity to meet project requirements. In addition to detailing technical capabilities, firms should demonstrate per contract bonding capacity of at least $10,000,000.00 and an aggregate bonding capacity of at least $20,000,000.00. Interested parties who have the bonding capacity and experience identified above and who possess the capability of providing the services described in the draft SOW posted are invited to submit capability documents with sufficient information that clearly demonstrates their ability to provide the services described in the draft SOW, including personnel, experience and qualifications. A description of similar services previously or currently provided shall be submitted. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. In the capability statements information should include: Size status for the above referenced NAICS code, (i.e. large, small) and whether or not they are a certified Hubzone, 8(a), women-owned, small disadvantaged and/or service disabled veteran owned small business concern, if the contractor has a GSA Schedule contract (indicate if this requirement would fall under that contract) and GSA Contract number, point of contact, telephone number, email and interest in proposing on the solicitation when issued. The EPA reserves the right to set this action aside for small businesses or subcategories of small businesses if it determines that there are two or more small businesses able to compete in terms of market prices, quality, and delivery. If set aside, a small business would be required to perform at least 50 percent of the direct labor costs incurred under the contract with its own personnel (FAR 52.219-14). Capability statements from small businesses should address their ability to meet this requirement. Capabilities Statements in response to this Sources Sought Synopsis must be submitted via FedConnect by December 17, 2023. Any questions regarding the content of this sources sought synopsis announcement must be submitted via FedConnect. To register for FedConnect, please visit www.fedconnect.net. In addition, all vendors must be registered in the System for Award Management (SAM). Registration may be completed, and information regarding the registration process may be obtained at http://www.sam.gov. There is no charge for registration in SAM. A separate synopsis will be issued for the Request for Proposal (RFP) resulting from this Sources Sought Synopsis.
