Description
This is a Sources Sought Notice. In preparation for an upcoming procurement, the National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division on behalf of the National Marine Fisheries Service (NMFS), Office of Habitat Conservation (OHC), Restoration Center (RC), Deepwater Horizon Division is conducting market research to determine potential sources for the construction of the Fish River and Weeks Bay Marsh environmental restoration project that is located in Baldwin County, Alabama on Fish River at the Weeks Bay National Estuarine Research Reserve property north of US Highway 98.� This project site contains salt marsh habitat interspersed with approximately eight (8) acres of canals that were dredged in the late 1960�s and early 1970�s to facilitate access to the campground and a small docking facility. �This requirement is anticipated to be competed in accordance with Federal Acquisition Regulation (FAR) Part 14 Sealed Bidding. This is an environmental restoration project that consists of on-site excavation and placement of approximately twenty-three thousand, two hundred and one (23,201) cubic yards of fine-grained materials and sands within the existing dredged canals. Project specifications require the placement of fill to an elevation of +2 and +1.5 feet NAVD88 in the uppermost portions of these existing dredged canals and placement of fill to an elevation of +1 feet NAVDD88 in specified areas of the remainder of the existing dredge canals. This environmental restoration project also includes surveying, clearing and grubbing, debris removal, fill (volume in place), erosion and turbidity control measures, and special construction signage. The estimated completion schedule is 180 calendar days from award and receipt of notice to proceed for the contract. The Government is seeking sources located in or near the State of Alabama. 8(a) or HUBZone vendors are highly encouraged to submit capability statements. The magnitude of the requirement in terms of physical characteristics and estimated price range is between $1 Million and $5 Million.� The North American Industrial Classification System (NAICS) code for this project is 237990, Other Heavy & Civil Engineering Construction. The small business size standard for this NAICS code is $45 million.� All types of small business concerns are encouraged to submit a brief Capability Statement in response to this sources sought notice. Standard brochures will not be considered a sufficient response to this notice. Submitted Capability Statements shall include the following: �Company Name and Address �UEI Number �Socioeconomic category of business (e.g., 8(a), veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) for NAICS 237990 �Company point of contact-name, phone, and e-mail address �Web Page URL �U.S. or Foreign Owned Entity �Indicate whether your interest in this as a prime contractor or as a subcontractor; and �Demonstrate capabilities for meeting the requirement in no more than five (5) pages�by submitting the following: �A synopsis of the experience the firm possesses that is similar in nature to the construction of Alabama Connecting Coastal Waters Weeks Bay National Estuarine Research Fish River and Weeks Bay Marsh environmental restoration project. Describe any projects performed by the firm either as a prime or subcontractor that are similar in scope to the requirement. The firm shall describe the work performed, general role and responsibilities, and rough magnitude of any projects referenced; A short synopsis of the firm�s technical capabilities and construction equipment capabilities available for the project; Bonding capability (single project and aggregate) Interested sources shall submit an electronic copy of their Capability Statement to Grace Parker, Contracting Officer, via email at grace.parker@noaa.gov no later than 2:00 p.m. Mountain on December 20, 2023. This is not a request for technical or cost proposals. The Government does not intend to award a contract on the basis of this Notice or reimburse for costs incurred by interested parties providing the information requested herein. Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract.
