- THIS REQUEST FOR INFORMATION (RFI) SOURCES SOUGHT IS ISSUED SOLELY FOR MARKET RESEARCH AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. 1. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research only to make appropriate acquisition decisions and to gain knowledge of Small Business Capability, including Service-Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses (SDVOSB/VOSB) interested and capable of performing the work. 2. The NAICS for this requirement is 541430 - Graphic Design Services 3. Interested and capable Contractors should respond to this notice no later than December 15, 2023 by providing the following via email only to danielle.carroll4@va.gov. (a) Company Name (b) Address (c) Point of contact (d) Phone, fax, and email of primary point of contact (e) DUNS number (f) Type of small business, if applicable, (e.g. Services Disabled Veteran Owned small business (SDVOSB), Veteran-owned small business (VOSB), 8(a), HUB-Zone, Women Owned Small Business, Small disadvantaged business, or Small Business). (g) A capability statement that addresses the organization s qualifications and ability to perform as a contractor specifically for the work described in paragraph 5 below. Respondents are also encouraged to provide specific examples (e.g. contract number, point of contact information) of the Contractor s experience providing the same or similar supplies/services to that described in paragraph 5 below. 4. SDVOSB/VOSB respondents. (a) If respondent is VOSB or SDVOSB, respondent is encouraged to provide proof of www.vetbiz.gov certification. In addition, SDVOSB/VOSB Contractors are asked to acknowledge that they understand the limitations on sub-contracting pursuant to FAR 52.219-14, Limitations on Sub-Contracting, which will be included in the impending solicitation. Further SDVOSB/VOSB contractors are asked to respond that they are capable of providing the requested services keeping within the parameters of this clause. (b) Small businesses, including SDVOSB/VOSBS are also advised that per 13 CFR, § 125.6 the prime contractor's limitations on subcontracting are as follows: (1) General. In order to be awarded a full or partial small business set-aside contract with a value greater than $150,000, an 8(a) contract, an SDVO SBC contract, a HUBZone contract, a WOSB or EDWOSB contract pursuant to part 127 of this chapter, a small business concern must agree that: (2) In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. 5. We are requesting the service of a contractor to provide Master Wayfinding Signage Plan for Veteran Affairs of Greater Los Angeles Healthcare System (VAGLAHS). (Please see draft Statement of Work below). DRAFT B.3 STATEMENT OF WORK CONTRACT TITLE. Signage and Wayfinding Master Plan & Construction Documents Purpose: Discover Study existing signage, VA Technical Information Library signage standards and requirements, land use agreements, environmental and historic preservation studies, and West LA Master Plan 2022 related documentation. Catalogue and evaluate existing signage, streetscapes, and nomenclature standards. Outreach with Veterans, partners, service providers, campus land users, and VA staff to collect feedback. Create signage execution plan strategies and construction documents that align with West LA Master Plan 2022 goals and support key initiatives such as building a Veteran residential community with renovated and newly constructed housing facilities, enhanced clinical uses, and easy to navigate circulation that helps create a desired future end-state of a drivable/walkable campus with amenities that enhance resident, patient, staff, and visitor experiences. Integrate Identify phasing and staging options, procurement packages, mission continuity strategies, capital investment requirements, engagement of approval authorities and a campaign plan with key tasks and responsible parties documented for the implementation of a signage and wayfinding master plan. Establish an order to the West LA campus that is user-friendly and aligns with Master Plan 2022 zoning. Integrate a system for nomenclature of buildings, paths of travel, and campus features. Accelerate Define project sequencing and approval acceleration options to create a rollout strategy with construction documents for upgrading West LA campus signage and wayfinding. Identify stakeholder engagement and priorities based on implementation plan. Provide templates for project development and execution workflow that considers future construction phasing and delivery. Overarching Programming Goals Develop a comprehensive and cohesive West LA campus signage and wayfinding master plan that outlines a phased approach to guide and direct Veteran residents, patients, visitors, and staff throughout the entire campus over the next decade of development. Ensure that the signage and wayfinding system is visually appealing, user-friendly, and aligned with the branding and aesthetic standards of the US Department of Veterans Affairs. Conduct a thorough analysis of the campus layout, construction phasing, building uses, traffic patterns, project documentation, and pedestrian flow to identify key areas for signage implementation and optimize navigation. Consider integrating advanced technology, such as digital signage and interactive mapping, to enhance the wayfinding experience and provide real-time information to users.DRAFT Collaborate with key stakeholders, including VA administrators, facilities management, clinical service providers, property managers, and Veteran representatives, to gather feedback and incorporate their input into the master plan. Develop clear and concise signage construction documents that outline the phasing, specifications, materials, and installation guidelines for all signage elements within the wayfinding and signage master plan. These detailed construction documents should include accurate measurements, specifications, and instructions for the fabrication and installation of signage across the entire campus. Ensure compliance with all relevant VA codes and standards. Provide training and guidelines to campus personnel responsible for maintaining and updating the signage system, ensuring its long-term sustainability and functionality. Work Tasks Outline Task 1: Initial Assessment and Data Collection (Project Mobilization) Conduct a comprehensive assessment of the current campus signage and wayfinding system. Gather relevant data, including existing signage locations, types, conditions, and effectiveness. Review background documentation to include VA TIL, environmental and historic preservation due diligence, Master Plan 2022, and construction phasing documents. Identify areas with inadequate signage, confusing wayfinding, or outdated information. Develop a detailed inventory of all campus buildings, landmarks, entrances, and parking areas. Develop project management plan for stakeholder engagement, work schedule, and delivery of the work tasks outlined. Schedule kick off meetings to review engagement, program goals, work tasks and project management plan. DRAFT Task 2: Stakeholder Engagement and Needs Assessment Collaborate with key stakeholders, including VA administrators, facilities management, clinical service providers, property managers, and Veteran representatives to gather feedback and incorporate their input into the wayfinding and signage master plan. Conduct interviews, surveys, pop ups, and focus groups with Veteran residents, patients, visitors, community partners and staff to understand their perception of the current signage system and opportunities for a more effective signage system. Identify specific needs and expectations for signage and wayfinding improvements based on feedback. Incorporate feedback into the planning process to ensure stakeholder needs are addressed. Task 3: Design and Development of Signage Guidelines Develop a set of comprehensive signage guidelines for the campus. Determine appropriate signage types, materials, colors, and sizes to enhance visibility. Establish a clear hierarchy of signs for different purposes, including directional, informational, and identification signs. Consider VA TIL and accessibility requirements and ensure compliance throughout the signage system. Task 4: Wayfinding Strategy and Mapping Develop a wayfinding strategy to improve navigation and simplify information for campus users. Design a user-friendly campus map illustrating major routes, landmarks, and important destinations. Determine optimal locations for directory boards, street signs, kiosks, plaques, monuments, access points, and digital wayfinding tools. Implement directional signage at key decision points to guide people efficiently to their destinations. Develop a strategic phasing approach for the rollout of new signage that considers construction schedules and project deliveries for future campus facilities. Task 5: Signage and Wayfinding Master Plan Prepare a detailed Signage and Wayfinding master plan, including timelines, resource allocation, and budget considerations. Coordinate with relevant departments, stakeholders, and facilities management to ensure comprehensive strategy. Include a maintenance plan to ensure ongoing upkeep of the signage system. Establish protocols for regular inspections, repairs, and updates of signage elements. Determine funding sources and create a budget to sustain the signage system in the long term. Include training resources and guidelines to campus staff responsible for ongoing signage maintenance. Prepare a set of guidelines for future updates, additions, or modifications to the signage system.DRAFT Create a final report summarizing the execution, outcomes, and lessons learned. Communicate the achievements and recommendations to campus stakeholders and leadership including an executive summary briefing. Prepare a final presentation or report summarizing the programming project, its goals, and the achieved outcomes. Task 6: Construction Documents (At VA s Option) Based on feedback from Signage and Wayfinding Master Plan, at the direction of VA, prepare Construction Document procurement packages for each proposed phase of signage. Create comprehensive documentation for the entire program, including program requirements, design specifications, phasing manuals, and maintenance procedures. Review and revise the documentation based on input from stakeholders and the project team. Establish version control systems to manage program code and documentation revisions effectively. Conduct a final review of the construction documents to ensure accuracy, completeness, and consistency. Obtain final approval from stakeholders that construction documents are acceptable to move forward to the procurement and implementation phase. Work Products General Assumptions It is assumed that work products will be produced using Microsoft Office software including Word, Excel, Power Point, and Publisher. Sketch-Up modeling tools and/or Adobe Illustrator will also be used whDRAFT en needed to communicate program and facility vision concepts. All deliverables will be produced in an electronic PDF format for easy distribution as needed. Native file format electronic documents will also be delivered. Printing and plotting of reports and exhibits, if needed, will be provided by the Owner when required. Deliverables The following reports and associated exhibits will be prepared the consultant to illustrate and document work efforts described in the Work Tasks Outline. Project Management Plan. Wayfinding and Signage Master Plan Executive Summary Briefing. Construction Documents (At VA s Option) Procurement packages for phasing included in the Wayfinding and Signage Master Plan. Schedule General Assumptions The project schedule will be developed and confirmed during the initial Project Mobilization Phase and will be largely driven by the availability and frequency of meetings of the Master Plan Working Group. It is recognized that the ultimate composition of the Master Plan Working Group will be a big determinant of the ease of engagement during the plan development process. This will be a source section acquisition strategy. What experience does the vendor have in executing signage and wayfinding master plans and of what magnitude? What experience do the vendors have in Veteran stakeholder engagement? Are they part of any types of advisory boards or agency policy development consulting contracts where they can truly understand the dynamics of government bureaucracy and the processes involved to provide adequate opportunities for Veteran process input? What experience do they have with the engagement of public/private partnership to offset public funding requirements to impDRAFT lement a government/public venture that will benefit Veterans/their families and the greater community in which the venture resides? What understanding does the vendor have in the team development of large federal partners and providing proven consultation and results.
