Description
The Network Contracting Office 17 (NCO 17) is issuing this sources sought notice as a means of conducting market research to identify parties having an interest and resources to support a requirement for emergency homeless shelter with medically enhanced services for up to 10 veterans (male and female) per day. The location for the facility needs to be in Austin, TX, or Temple, TX. NCO 17 anticipates a fixed price award for a 12-month base period plus four 12-month option periods. The result of this market research will contribute to determine the type of set-aside for this procurement. The anticipated applicable North American Industry Classification System (NAICS) code assigned is 624221 - Temporary Shelters, size standards of $13.5 million. There is no solicitation currently. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market research is purely voluntary and the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform the services required, please provide the following information: (1) organization name, organizational point of contact, Unique Entity Identifier (UEI), address, email address, website address, telephone number, and socioeconomic category (i.e., Service-Disabled Veteran Owned Business, Veteran Owned Small Business, Small Business, Large); (2) tailored capability statements addressing the particulars of this effort with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming agreement is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The Central Texas VA Healthcare System (CTVHCS) needs Medical Respite Care for up to 10 Homeless Veterans, both male and female. The Health Care for Homeless Veterans (HCHV) program Contracted Emergency Residential Services (CERS) Program exists to provide a means of removing homeless Veterans from the street or habitation unfit for humans and placing them in community-based, residential environments with sufficient supportive services to meet their basic needs and ultimately, facilitate the improvement of their overall health and housing situation. Some basic vendor capability requirements are as follows: Have a current occupancy permit issued by the local and state governments in the jurisdiction where the facility is located; be in compliance with existing standards of State safety codes and local, and/or State health and sanitization codes; meet the requirements of the Americans with Disabilities Act (ADA) (Public Law 100-226, 42 USC 12101-12213) pertaining to handicapped accessibility in effect on the date the contract was awarded; where applicable, is licensed under State or local authority; and where applicable, is accredited by the State. The government will evaluate market information to ascertain potential market capacity to; (1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; (2) secure and apply the full range of technical resources required to successfully perform this service; and (3) implement a successful plan that includes: compliance with program schedules, cost, and risk mitigation. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for any small business socio-economic group. Prospective offerors are encouraged to register their interest in the solicitation on the SAM website (SAM.gov | Home) so that they are notified of the issuance of the solicitation and any amendments Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Services are required for the following location: Travis County, Austin, Texas OR Bell County, Temple, Texas.
