Description
This is a Sources Sought Notice and should not be construed as a solicitation announcement. The U.S. Agency for Global Media (USAGM), Office of Technology, Services, and Innovation Broadcast Technologies Division, Engineering and Transmission Directorate (T/E/B) is seeking preliminary information, for market research purposes only, from capable and reliable sources who may be interested in submitting a proposal to provide hosting, operational and maintenance support of USAGM owned FM broadcast transmitter systems in Mauritania as well as providing liaison services with Mauritanian government agencies related to broadcasting. The purpose of this notice is to gain knowledge of potential local qualified businesses concerns, capable of hosting and performing Operations and Maintenance of USAGM FM broadcast transmitter systems in Mauritania. USAGM is currently licensed by the Mauritania government to provide Voice of America (VOA) programming on 93.8 Mhz in the Nouakchott Metropolitan area. USAGM is considering expanding its radio coverage to other areas of the country, pending approval from the Mauritanian government. Since all of the work will be performed outside of the continental U.S., no set-asides or socioeconomic preference of any sort will be granted. USAGM has a requirement for a vendor to host, operate, and maintain FM broadcast transmitter systems in Nouakchott as well as other regions of Mauritania. This includes providing a climate controlled space with at least 2 meters of floor space available to host broadcast equipment systems. This climate-controlled space should be adjacent to a broadcast tower with access to reliable commercial electrical shore power and an adjacent space to host a 15 kVA standby electrical generator system. Location should have clear view of the Geostationary Satellite Belt to host both a 3.1 mtr CBand and 1.8 mtr KU Band satellite antenna as well as a 1.2 mtr KU VSAT terminal. Vendor will have sufficient space on the adjacent broadcast tower in order to host a 4 bay FM antenna system. Interested vendors must be capable of performing broadcast transmitter preventive maintenance and repair services as well as the ability to install and maintain both satellite and FM broadcast antennas. Response Requirements: Interested offerors that meet the requirements above are encouraged to submit a Statement of Capability (SOC) in response to this notice. The SOC must include the following: (a) At least two (2) contracts (including current point of contact information) in which the interested company served as either the prime contractor or a subcontractor (performing a substantial portion of the work described above) in Mauritania. (b) Provide a statement of your firm's ability to execute broadcast projects in Mauritania. c) Years of company experience maintaining similar services in Mauritania. The SOC must contain a cover letter including the company name, local address, point of contact, telephone and e-mail address. The SOC must be submitted via e-mail to the following address by 12th of January 2024: AGaerlan@USAMG.gov and THarvin@USAGM.gov� Please include the following in the subject line: Sources Sought, Operation and Maintenance of FM Broadcast Transmitter Systems in Mauritania. The submission of this information is for planning purposes only to determine industry interest. It is not to be construed as a commitment by the Government to procure any services, nor does USAGM intend to award a contract on the basis of this request for information or otherwise pay for the information solicited. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL AND PROPOSALS RECEIVED AS A RESULT OF THIS NOTICE WILL NOT BE ACCEPTED OR EVALUATED.
