- Description
- The work for this project includes construction (design-bid-build) of a parking apron, shoulders, and taxiway connected to the Basa Air Base, Philippines. The parking apron is sized to accommodate a variety of United States Air Force aircraft. Connecting taxiways will connect the apron to existing taxiways, which may require modification of existing surfaces and utilities/lighting to meet United States requirements. Materials will include a combination of Portland cement concrete and hot-mix asphalt for the apron, shoulders, and taxiways. A fire water loop along one side of the apron will be powered by a diesel fire pump enclosed in a building and 567,812 L (150,000 gal) storage tank. The magnitude of this project is estimated between $25,000,000 and $100,000,000.� THE NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 237310 AND AVERAGE ANNUAL RECEIPTS IS $45.0 MILLION OVER THE PAST THREE YEARS.� THIS PROCUREMENT IS UNRESTRICTED. �The contract completion period is anticipated to be 697 calendar days. This is a source selection procurement requiring the submission of both technical and price proposals. Proposals submitted in response to this solicitation shall be in the English language and in U.S. dollars. Contract award will be made to the responsible offeror whose offer, conforming to the solicitation, is determined to be the lowest evaluated price of proposals meeting or exceeding the acceptability standards for technical factors. �The technical factors are as follows: (1) Experience, (2) Past Performance, and (3) Safety. �For evaluation of experience and past performance, a relevant construction project is defined as: New construction of an airfield (aircraft taxiway, runway, or apron) Portland Cement Concrete (PCC) pavement of at least 20,000 square meters with a minimum concrete thickness of 300 mm. Completed or substantially completed within fifteen (15) years of the date of issuance of this RFP. Substantially complete means at least 90% physically complete. Notes: 1. Flexible pavement construction will not be considered. 2. Pavements not in support of aircraft taxiways, runways, or aprons will not be considered. The Request for Proposal (RFP) will be available on or around 22 December 2023.� Printed copies of The RFP will not be issued.� The RFP, including the specifications and drawings, can be accessed via the System for Award Management (SAM) website at https://sam.gov/.� Contractors must register at the SAM website to obtain access to the RFP.� Registration instructions can be found on the SAM website.� Amendments will also be posted at https://sam.gov/.� It is highly recommended that firms register on the SAM website as this will be the only plan holder�s list available.� It is the offeror�s responsibility to check the SAM website periodically for any amendments to the solicitation. A one-time pre-proposal site visit has been scheduled for 6 February 2024 at 9:00 a.m. Philippines Time (PHT).� This site visit is to provide Offerors with an opportunity to familiarize themselves with the jobsite and conditions to be encountered and is not for the purpose of answering questions. Those interested in attending the site visit shall submit the following to Ms. Kylee Chun at kylee.k.chun.civ@us.navy.mil on or before 28 December 2023 at 2:00 p.m. HST. LATE SUBMISSIONS WILL NOT BE ACCEPTED. ������������������������������������������� ������� (1)� Base Access Request Personnel List with the following applicable attachment for each individual: a.�� Foreign nationals: Clear image of passport bio page b.�� Philippine nationals: Valid Philippine ID (Philippine Driver�s License or company photo ID card) ������� (2)� Company Profile (PDF Files only) Once the requested information is submitted, Contractors will receive a BAR with a DRN# upon approval from Joint United Stated Military Assistance Group (JUSMAG) Philippines. On the day of the site visit, the Contractor must present their approved BAR, associated form of ID, and digital or printed copy of Company Profile to be provided base entry. Contractors shall not show up for the site visit without first signing up and receiving an approved BAR. THE NUMBER OF ATTENDEES SHALL BE LIMITED TO NO MORE THAN TWO (2) PER FIRM.� However, Contractors may submit Base Access Request (BAR) for up to four (4) individuals (two (2) attendees and two (2) alternates) per firm. Please clearly identify alternates and provide at least 48 hours advanced notice in the event an attendee must be switched out or be replaced with an approved alternate. On the day of the site visit, assembly shall be at the Basa Air Base Main Gate, IVO 14�58'41.01""N, 120�30'10.41""E. Visitors parking is located to the right as you enter the main gate.� See attached map. Attendees shall wear safety vests. Vests or shirts with a company logo are preferred. Photography during the site visit is allowed within the confines of the project site. Use of drones is prohibited.
