Description
This is brand name. This is a combined synopsis/solicitation for commercial�items/services prepared in accordance with Federal Acquisition�Regulation (FAR) Subpart 12.6, as supplemented with additional information included�in this notice. Naval Surface Warfare Center Indian Head Division (NSWC IHD), located�in Indian Head, Maryland intends to award a firm fixed price (FFP) purchase order�using Simplified Acquisition Procedures for:�AZERBAIJAN DT-P-LZA / Underwater Equipment Familiarization Training, for the Rotinor SeaBob Black Shadow 730, the Mistral DNS300, and the SubSea Tec Observer 3.2 ROV; for FMS BPC Section 333�Case DT-P-LZA for Azerbaijan.� This effort will be a Competitive�Procurement. Training will be required to provide EOD Technicians with the skills needed to maintain their�underwater scooters, dive navigation systems, and remotely-operated vehicles (ROV) equipment in order to�maintain their underwater vehicle inventory used in operations. The purpose of this course is to train personnel the�tasks used for system setup, operation/use, maintenance, spares/accessories review, and storage of the above�equipment.�The Contractor shall provide all staffing and materials to conduct underwater vehicle equipment familiarization�training, as follows:�Underwater Equipment Training:�- This course provides the skills required for intermediate-level maintainers/technicians assigned to support�the Azeri Coast Guard forces, holding the applicable Military Occupational Specialty (MOS) designator or�civilian equivalent, the ability to effectively maintain this equipment. This course will include general information, equipment description, general usage, overall care of equipment, review of equipment�manuals/publications, cleaning, battery charging, preventive maintenance, troubleshooting, storage, visual�inspection of any spares & accessories, procedures on system setup for the Rotinor SeaBob Black Shadow�730 underwater scooter, the Mistral DNS300 Dive Navigation System and the SubSea Tech Observer 3.2�ROV; for a to-be-determined (TBD) number of students for a duration of up to twenty-five (25) days/forty (40) hours by two (2) instructors.�Note: The international customer will identify trained and experienced personnel with an English Comprehension Level�(ECL) score of at least seventy-five percent (75%) to receive the training or will provide interpreters. All training will be�conducted in English.�The international customer will also provide all equipment, tools/TE, materials, & consumables; training room, trainingThis solicitation will be competed as a Small Business Set-Aside. This�announcement constitutes the only solicitation. Quotes are being requested under�Request for Quotation (RFQ) no. N0017424R0019. The NAICS code is U099 and the�business size standard is 15,000,000. The provisions and clauses included and/or�incorporated in this solicitation document are those in effect through the Federal�Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through�Federal Acquisition Circular FAC 2020-01 and the Defense Federal Acquisition�Regulation Supplement (DFARS) DPN 20190531.�The Government will award a contract resulting from this solicitation to the�responsible vendor whose quote, conforming to the solicitation that will be most�advantageous to the Government, price and other factors considered. The�Government intends to evaluate all timely quotes received from eligible vendors on a�lowest price technically acceptable (LPTA) basis. The Government intends to evaluate�quotations and award a contract without discussions with quoters. The Government�reserves the right to conduct discussions if the Contracting Officer later determines�them to be necessary. The Government will make award based on the availability of�funds. Evaluation Factors (in order of importance) 1. Technical � Quotes submitted shall address all requirements/qualified parts included in the RFQ and SOW. 2. Price � Quotes must include all applicable costs. Submitted quotes are NOT TO EXCEED 250,000.00 (Simplified Acquisition Threshold). Quote packages are due by Wednesday, December 20, 2023 by 2:00 PM EST. Late quotes�will not be considered. Please fill in clauses in RFQ as they apply to your business.
