Description
This is a Notice of Proposed Contract Action Synopsis. There is no solicitation available at this time. Requests for a solicitation will receive no response. This Proposed Contract Action is published to notify potential sources that the Region 6 Gifford Pinchot National Forest Service� intends to award a sole source firm-fixed price contract, on behalf of the USDA Forest Service, to provide leadership alignment facilitation services. Description of Services The purpose of this training is to provide leadership alignment pertaining to the Forest Leadership Team, ultimately benefitting the Gifford Pinchot National Forest and its collaboration in Region 6. Performance Objectives The objective of this project is to have unbiased support to help team building through interactive activities and engagement with all executive team members. Interpersonal relationships are also important, and an expectation is that those relationships are strengthened through this process.� A long-term objective is that these efforts will improve performance of the team through: alignment around goals, effective working relationships, improved trust and respect amongst team members, a more efficient integrated approach to program delivery, and overall improved employee morale across the unit. Pre-Training Scoping call with supervisor to verify training purpose, interview questions, retreat venue and times, communications to staff, and any other considerations � � � �2. Interview each team member in a confidential, 1-1 conversation to: � � � � � � � � a. Team/Work Environment Current Reality Assessment: Provide each team member with a series of questions designed� to draw out the current status of the team and what they need most from each other, their work environment and their supervisor(s). USFS Gifford Pinchot National Forest FLT Alignment Training Proposal:� � � � b. Create a non-attributed report of all the responses to the interview questions and provide the Supervisor with a copy prior to the training. All team members will get to review the report at the training. � � � c. Self-evaluation of personal strengths, limitations and preferences with respect to communication and interactions with others to illuminate team differences and compatibilities. 3. Preparation call with supervisor so that they can be prepared to share a measured response to any direct feedback ���contained within the report. 3 Day Training Components 4. Team members review the interview report (from 2.b. above) and collectively identify critical issues that, if ��addressed, would improve the function of the team. 5. Conversations to enable the group to learn more about each other�s individual strengths, limitations, and preferences. Identify where there is diversity and/or commonality among the team members and what strategies will improve team function. 6. Learning model and discussion of power sharing concepts as a means for creating more collaborative spaces amongst team and within the forest. 7. Identification and agreement around actions and/or team agreements to support the team getting more of what it wants. Post Training Follow Up �8. Trainers will share a summary of the training outputs including any next moves and/or team agreements. 9. Trainers will provide up to 2 hours of virtual �face-time� with either the supervisor or team to support follow up actions and to maintain momentum. Period and Place of Performance Newport, OR. Travel days are Oct 16th and 20th. Training days are the 17th through 19th 8:00a-5:00p. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This Notice of Intent is not a request for competitive quotations, however, interested parties may identify their interests and capability to respond to this requirement by 13 December, 2023, 1600 PST to mindy.hickman@usda.gov. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
