Description

Please be aware, this Notice of Intent is NOT a Request for Quotation (RFQ) for competitive quotes. In accordance with FAR 13.106-1(b)(1)(i) and (ii).� which states, �Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Where a single source is identified to provide a portion of a purchase because that portion of the purchase specifies a particular brand-name item, the documentation in paragraph (b)(1)(i) of this section only applies to the portion of the purchase requiring the brand-name item. The documentation should state it is covering only the portion of the acquisition which is brand-name.� Thus, FEMA intends to issue a sole source award based on the authority at FAR 13.106-1.� FEMA intends to award this purchase order to Atlantic Emergency Solutions (AES), located in Manassas, VA for the performance of maintenance, repair and testing of Mt. Weather Emergency Operation Center�s (MWEOC) Government-owned fire apparatus and equipment. All the noted equipment and Pierce Original Equipment Manufacturer (OEM) parts are produced by Pierce Platinum Battalion and required of for all repairs. AES is the only local authorized service provider for fire apparatus vehicles manufactured by Pierce within a reasonable distance from MWEOC. The next closest authorized dealer, according to Pierce�s website is over 100 miles away in Lancaster, PA. AES is capable of providing the services required, however, if any other vendor believes they are capable of equally providing the services necessary, they are encouraged to contact Dawn Baran via email at dawn.baran@fema.dhs.gov with the subject line: �FY24 SAM.GOV- MWEOC Fire Apparatus Maintenance�. All responses to this notice shall be submitted no later than 12/11/2023 at 8:00am EST. Capabilities, qualifications and other information provided will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government and FEMA.
