- Description
- Primary facilities include, but are not limited to: Airfield operations building with passenger terminal and aviation unit operations building, flight control tower, general-purpose warehouse, storage shed, and redundant power generator enclosure. The project includes an Electronic Security System (ESS) installation, Intrusion Detection System (IDS) and Energy Monitoring Control System (EMCS) connection, and Closed-Circuit Television (CCTV) installation. Cyber security measures, sustainability and energy enhancement measures, antiterrorism measures and building information systems are included. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping, and signage. Air conditioning will be provided via self-contained system. Measures in accordance with the Department of Defense (DoD) antiterrorism for buildings will be provided. Facilities have been designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Criteria (UFC) 1-200-02 including energy efficiencies, building envelope, and integrated building systems performance. Work includes demolishing four buildings at Kwajalein Atoll, KI (44,559 Total SF). Air Conditioning (Estimated 80 Tons). Due to project budget limitations, the scope had to split out with the Base items of the ATCT building itself, and have Option CLINs for the International Terminal arrival/departure areas, Pedestrian Canopy System, along with associated admin/security spaces. The new ATCT will be located to the northeast of the airfield, on the current site of the existing condemned Control Tower. All demolition materials shall be removed from the Atoll by the Contractor. ACQUISITION INFORMATION: This project is a Design-Bid-Build solicitation, utilizing Lowest Priced, Technically Acceptable procedures prescribed at FAR Part 15.� The Government intends to issue a formal solicitation via a Request for Proposal (RFP) in accordance with FAR Part 15, which will take place no sooner than 15 days from the publication of this announcement.� This acquisition is proceeding as unrestricted. The North American Industry Classification Code (NAICS) for this requirement is 236220 (Commercial and Institutional Building Construction), with a size standard of $45,000,000.� This will be a Firm Fixed-Price Construction Contract. Project magnitude is between $25,000,000 and $100,000,000.� It is anticipated that the RFP will be issued on or about December 24, 2023, for downloading at https://piee.eb.mil/ (PIEE Solicitation Module). All Offerors will need to have an active vendor registration in the PIEE Database. Review vendor registration instructions at: https://search.usa.gov/search?utf8=%E2%9C%93&affiliate=www.acq.osd.mil&query=Solicitation+Module � A pre-proposal site visit is tentatively scheduled for the week of January 15, 2024.� 1.� Offerors shall contact Ms. Merbby Nicolas at merbbyjoyce.n.nicolas@usace.army.mil, and Ms. Dayna Matsumura at dayna.n.matsumura@usace.army.mil, and Mr. Raymond Greenheck at raymond.r.greenheck@usace.army.mil� To register for the site visit.� All documents / information must be submitted no later than January 3, 2024, 2:00 p.m. Hawaii Standard Time (HST). �Do not submit to USAG-KA your own 55R, lodging request, or meal card request. 2.� Offerors shall send to the people identified (item 1) above the following information: Filled out 55R (use the fillable form, DO NOT PRINT and SCAN), and DO NOT Password Protect the document. The 55R�s may include the alternate site visit attendees. However, the actual Site Visit has a limit of 2 people per Offeror (including any subcontractor). Provide a list of individuals, by name, to obtain lodging on Kwajalein.� Due to space limitations, lodging is limited to two (2) people per Offeror (including any subcontractor) for this site visit. Alternate site visit attendees may be provided. �Indicate an alternate site visit attendees with an (A) by their names.� Before traveling to the site visit, the Offeror shall designate the 2 individuals that will be attending the site visit. It is the Offeror�s responsibility to book flights to and from Kwajalein (USAG-KA). For Contractors, the only flights to USAG-KA are run by United Airlines (https://www.united.com/) 3.� The Government will not reimburse any Offeror for any costs incurred for its attendance of the site visit. 4. � Planned Itinerary: a. � Teams arrive on Kwajalein no later than January 16, 2024; Check-in at the Kwaj Lodge� b.�� Site Visit will commence on January 17, 2024.� Participants shall meet at the lobby of the Kwajalein Lodge.� A pre-proposal conference will commence promptly at 9:00 A.M., followed by a safety brief and guided tour of the project site. c.�� Teams depart Kwajalein to return home no later than January 19, 2024. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATIONAND/OR FINAL AWARD PROCESS. Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on secure Government websites. RESPONSIBILITY OF THE CONTRACTOR TO CHECK SAM & PIEE FREQUENTLY FOR ANY AMENDMENTS OR CHANGES TO THE SOLICITATION.
