Integrated Healthcare Transformation 2.0- Notice of Future Solicitation Background The Veterans Health Administration (VHA) recognizes the problems facing Veterans today. VHA healthcare is a complex, integrated system that must transform in response to both the changing needs of the Veteran population and shifts in the healthcare industry. These shifts create challenges and require collaboration (internal and external partnerships) as well as new and innovative approaches to healthcare and healthcare delivery to provide seamless, high-quality, integrated, coordinated healthcare, anytime and anywhere.  Emerging initiatives and legislation often require organizational improvements, healthcare transformation, cultural and organizational change.  The work is complex and agile and is often best supported using expert contractors who provide critical market-based healthcare industry skills that augment the internal activities of the VHA program offices. Critical aspects include, but are not limited to:  Streamlined access to a cadre of professional resources that understand the highly unique needs of healthcare services.   Targeted healthcare industry subject matter expertise for substantive and successful implementation of change and improvement; value-based healthcare modeling; healthcare economics; healthcare population models; patient flow (inpatient/outpatient); health informatics; and healthcare systems redesign.   The ability to support integrated, complex task orders with a wide array of capability areas; access to pre-formed, fully mission capable teams; access to healthcare expertise, and appropriate healthcare labor categories that other vehicles cannot provide; and   Access to large commercial healthcare consulting firms in subcontractor capacity all with streamlined procedures and timelines.  Four years ago, when facing these challenges where national reach, breadth and depth of capability and experience, and integration of diverse skillsets were necessary, VA has successfully deployed an innovative, large-scale Indefinite Delivery, Indefinite Quantity (IDIQ) contract solution that included contract awards to multiple teams comprised of prime contractor (experienced SDVOSB integrator) and dozens of subcontractors (individual firms). Led by an SDVOSB prime contractor that coordinated with dozens of formal teaming partners (SDVOSBs, VOSBs, small businesses, large business partners, universities, and non-profit organizations), each team combined their reach and collective capabilities to tackle some of VHA s largest professional service requirements under the Integrated Healthcare Transformation (IHT) contracts. The original Integrated Healthcare Transformation (IHT) Indefinite Delivery Indefinite Quantity (IDIQ) Contract exceeded the vision for the original vehicle, and the Government anticipates that a next generation vehicle will build upon its successes, following a similar team-based model, led by mature SDVOSB primes, and broad capabilities crossing multiple service areas. Next Steps VA will soon release the Request for Proposal (RFP) for the next iteration of the contract, IHT 2.0. The solicitation will include a two-phase evaluation comprised of an advisory down-select phase (Phase I), followed by a full evaluation of the proposed team (Phase II). Interested offerors are encouraged to begin finding partners and notionally building teams now. The RFP, when released officially, will include relatively quick turn-around times for Phase I and Phase II responses. It is therefore important that mature SDVOSBs lay the foundation for successful responses as early as possible. Please see IDIQ Overview below which includes all anticipated IHT 2.0 functional categories/ capability areas and a contract overview. Under the contract, all awardees must be fully mission capable, with expertise (capability and experience) in all areas (prime and subcontractors collectively must have capability in all capability areas). IDIQ Overview Second version of the VHA Integrated Healthcare Transformation (IHT) IDIQ contract, sponsored and administered by the VHA Office of Healthcare Transformation (OHT) and Strategic Acquisition Center (SAC). Veteran Integrated Teams-- The contract complies with VA Rule of Two, and Supports Veteran-Owned Small Businesses, which is in line with the VA Secretary s vision for a Veteran-centric VA while achieving optimal performance via robust innovative Contractor teams (representing multiple socio-economic groups, skills, and expertise). Prime Contractor: SDVOSB Veteran Integrated Team Agile Lead (VITAL) With exclusive teaming (subcontractor) partners: SDVOSB VIT Eligible Partners (VITEPs) Non-profit Organizations Large Commercial Healthcare Consultants VOSB and Small Partners Universities/ Academia Multiple award contract vehicle for VHA program offices to purchase complex professional services supporting the healthcare related programmatic needs of SAC s customers to best accomplish their mission, strategic goals, healthcare priorities, and initiatives. The total estimated value of the program is ~$14B over a 10-year period of performance. More expansive than the first version, the IHT 2.0 contracts will include four Functional Categories- FCs with 58 different capability areas. See below. IHT 2.0 Functional Categories (FC) and Capability Areas (CA) Additional Details: Anticipated RFP number: 36C10X24R0026 Please note that there is currently no solicitation. No responses or questions will be accepted at this time. VA will post a draft RFP then an official RFP to SAM.gov when the solicitation is available. Anticipated Acquisition Strategy/ Socio-economic: 100% SDVOSB set-aside on open market to establish multiple award IDIQ contract. Under this 100% Set-aside, only SBA certified SDVOSBs, small under the applicable NAICS will be eligible to propose. All offerors must also be registered in SAM to be eligible. (There will be no unrestricted IHT 2.0 pool of awardees). Anticipated Dates/Process: RFP release, Q&A, proposal submission (two phases), evaluations and awards Dec 2023- April 2024. Expect an Advisory Down-select in Phase I (to include assessing potential prime SDVOSB as well as specified FC IV: Health Informatics proposed partners) and evaluations of the complete team in Phase II. Under the official RFP, industry partners should also anticipate requirements for written proposals but also oral presentations/ technical demonstrations, especially as it relates to the new FC IV- Health Informatics. ******END OF PRE-SOLICITATION NOTICE******
