- Notice Reference Number: HT001124R 1.� Synopsis This synopsis is in accordance with FAR Part 5, is a Notice of Intent to award a sole source. This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and email requests will not be honored. Only one responsible source and no other supplies or services will satisfy agency requirements. The Defense Health Agency (DHA) intends to award a contract to a contractor to furnish the brand name subscription: UpToDate (Wolters Kluwer). 2.� Background This Individual Justification is submitted to award a follow-on contract for the brand name commercial off-the-shelf (COTS) database, UpToDate (Wolters Kluwer). This database from the publisher Wolters Kluwer is a first-line, comprehensive and primary source of clinical information and guidance for Department of Defense Medicine and the Military Health System, which include and consist of medical and clinical support functions, for all medical-related personnel regardless of location. This contract will be Firm Fixed Price. 3. Description DHA seeks to award a follow-on contract for the brand name COTS database, UpToDate (Wolters Kluwer). UpToDate is a clinical decision tool that is required as a first-line, comprehensive and primary source of clinical information and guidance for a broad range of medical disorders and diseases and assistance in, aiding clinicians to narrow down and identify the disease, disorder, or issue at hand.� 4. NAICS Code The North American Industry Classification System Code (NAICS) for this requirement is 519290 with the size standard of 1,000 employees. The Federal Supply Code (FSC) / Product Service Code (PSC) procurement is 7H20. This procurement will be made utilizing Federal Acquisition Regulation (FAR) Part 15 Procedures in conjunction with FAR Part 12 procedures. 5.� Submission Instructions: Interested parties may identify their interests and capability to respond to this requirement within 15 calendar days of the publication of this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided. The point of contact is: Linda M. Submissions to this Synopsis is deemed to be DHA property which shall not be returned to sender.
