- This is a Sources Sought Notice and is for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The U.S. Environmental Protection Agency (EPA) is conducting market research to determine if there are interested and capable offerors in the marketplace with the knowledge, skills, interest, and capability to perform the tasks as described in the attached draft Statement of Work (SOW). This market survey is to determine if the required services are viable in the marketplace and if small businesses are available to perform the tasks as described in the draft Statement of Work (SOW). The United States Environmental Protection Agency has a need for contractor support of the EPA�s compliance monitoring and enforcement activities. Most of the work will involve field inspections, investigations, sampling, documentation reviews, collection and analysis data and reports, evaluation of products and services, document and evidence management, and audits. EPA plans to issue a five-year; time and materials contract. The government is under no obligation to commit to this contract type. All interested and capable qualified offerors are encouraged to reply to this market survey. Please provide a brief narrative listing all questions/concerns you identify in the draft SOW. Interested parties should also provide a capability statement, not to exceed two pages, regarding their abilities to perform the requirements listed in the draft SOW. NARRATIVES SHALL BE NO LONGER THAN 5 TOTAL PAGES; information such as brochures and other industry information is not included in the 5-page limitation. Please include the following information in your response/narrative: (1) Company name, address, and point of contact information; (2) Identification and verification of the company's business status (i.e. Large, Small, Certified HubZone, 8(a), Service-Disabled Veteran-Owned, and/or Women-Owned Business); (3) A narrative regarding a complete review of the SOW and a list of questions/concerns that the government should take into consideration regarding the draft SOW; (4) A capability statement, not to exceed two pages, regarding their abilities to perform the requirements listed in the draft SOW. (5) A list of small business vendors that your company regularly conducts business with and/or would work with on this project. Responses to this sources sought announcement are to be sent via email to Lisa Waugaman, Contracting Officer, at Waugaman.lisa@epa.gov , no later than NOON Eastern Time on Wednesday, December 13, 2023. If you have any questions, please contact the Contracting Officer at the email address provided above. This is NOT a solicitation and does not constitute any commitment by the Government. Responses to this sources sought notice will be utilized by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this market survey.
