Description
The Federal Bureau of Prisons (Bureau), Field Acquisition Office located in Grand Prairie, Texas, intends to make a single award for the provision of a nationwide Healthcare Delivery System for Federal Adult�s in Custody (AIC�s) in Residential Reentry Centers (RRC) or Home Confinement[1]. Services provided are expected to fall into general categories of Inpatient and Outpatient Facility Services, Inpatient and Outpatient Physician Services, Pharmaceutical, Ambulance Services, Clinical Laboratory Services, Inpatient Rehabilitation Facility Services,� Durable Medical Equipment (DME), Prosthetics/Orthotics, and Supplies, Federal Qualified Health Center (FQHC), Medication Assisted Treatment (MAT), Home Health and Hospice, Inpatient Psychiatric Services, Long Term Care, Skilled Nursing Facility Services (SNF), Dialysis Services, Occupational Therapy (OT), Speech Therapy (ST), and Physical Therapy (PT), Pharmaceuticals (Generic and Non-Generic), Out of Network (OON), Non-Medicare Medical Supplies, Billing services for medical care rendered to RRMB inmates housed with state and local government entities, Non-Medicare Dental Services and Services with �D� Codes, Gender Reassignment Services, Optometry Services, Prescription Eye Glasses - Single Lens or Bi-Focal Approved By BOP, Extended Stay Per Diem, and Administrative Costs Per Claim. The Bureau contracts with RRCs, formerly known as halfway houses, to aid AIC�s who are living in the community. RRCs provide a safe, structured, supervised environment, as well as employment, counseling, financial management assistance, as well as other programs and services. RRCs help AICs gradually rebuild their ties to the community and facilitate supervising ex-offenders� activities during this readjustment phase. RRCs are located throughout the Continental United States as well as Alaska, Hawaii and Puerto Rico. A list of RRC�s is available at: https://www.bop.gov/about/facilities/residential_reentry_management_centers.jsp. There are approximately 14,000 AICs housed within the community. The number of AIC�s housed in this manner is captured in the Bureau�s weekly population report under the�heading �other type of facilities,� available at: https://www.bop.gov/about/statistics/population_statistics.jsp. Offerors are encouraged to submit comprehensive proposals providing all listed objectives. Offerors who propose less will be evaluated accordingly. Deliverables to be provided include a Communication Plan, Implementation and Risk Management Plan, Network Management/Referral/Scheduling Plan, Diversity of Services, AIC Identification Plan, Contractor System, Urgent/Emergent Network Facilities in each Area, Claims/Adjudication Process, Pharmacy Management Plan, Contractor Acknowledgment of Notice to Healthcare Providers, Organizational Conflict of Interest, and Quality Control Plan. The contract type is requirements type contract with firm fixed unit pricing. The contract shall consist of a Base Year and two 12-month option years. The solicitation will be available on or before January 31, 2024, and will be distributed solely through the Government Point of Entry website at www.sam.gov. Hard copies of the solicitation will not be available. The site provides downloading instructions. Future information about this acquisition will also be distributed through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The estimated closing date of the solicitation will be on or about March 15, 2024.
