MARKETING RESEARCH ANNOUNCEMENT DESIGN-BUILD SERVICES for a Parking Guidance System in an Existing Parking Garage, Washington, DC Synopsis: The General Services Administration is looking for firms that qualify under the small business programs represented in the Federal Acquisition Regulations (FAR) Part 19 including 8(a), small business, women-owned small business, small disadvantaged business, Historically Underutilized Business Zone (HUBZone) small business, service disabled veteran owned small business, veteran-owned small business. THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR PLANNING PURPOSES ONLY, to identify valid sources and to gauge the business interest for General Design-Build Services intended for a Parking Guidance System in an Existing Parking Garage, Washington, DC. �The estimated range for this project is between $1 million to $5 million. MARKET RESEARCH IS BEING CONDUCTED to gain knowledge of interest, capabilities, and qualifications of small businesses operating as PRIME CONTRACTORS with the capabilities and experience to perform the required work. This information is intended to assist the Government with market research and acquisition strategy planning. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THIS SYNOPSIS. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SYNOPSIS OR ANY FOLLOW-UP INFORMATION REQUESTED. Description of Work Required: The Design-Build Contractor will be responsible for all labor, materials, equipment, supervision, and project oversight (i.e., management and field supervision) to execute the project and contract requirements. This Parking Guidance System is to be designed to assist drivers in finding available parking spaces within an existing parking facility. �At a minimum, the services required under this requirement, includes but are not limited to: Indicators: LED Parking Display Parking Signs Detectors Sensor Data collection Control equipment or systems Network Link: Application program interface (API) Regular maintenance services Produce testing procedures. The North America Industry Classification System Code (NAICS) is 238210 - Electrical Contractors and Other Wiring Installation Contractors. PSC Code is Z2LZ � Repair or Alteration of Parking Facilities. If you are an interested firm, you are invited to submit a written Letter of Interest to include a Capability Statement addressing the following questions (10-page limit). All information submitted is subject to verification. Additional information may be requested to substantiate responses. The Government will use this information to assess the likelihood of your firm's capability to perform this project. 1.�� �Provide your firm�s name, address, DUNS #, email address, and phone number, and main point of contact�s name. 2.�� �Provide your status as an 8(a), small business, women-owned small business, small disadvantaged business, Historically Underutilized Business Zone (HUBZone) small business, service disabled veteran owned small business, veteran-owned small business.. 3.�� �Provide a capability statement. 4.�� �Provide a short description of two similar projects performed in the past 10 years. Include the dollar value of the project and a name, phone number, and email address for a reference for each project. 5.�� �Identify work that you can self-perform or will subcontract. 6.�� �Provide subcontractors, if any, you have worked with in the past and may intend to use for this project to include their names and addresses.� 7.�� �If you are responding to this Notice from outside the geographic location of the work (i.e. the field office is 50 miles outside of the District of Columbia metropolitan area), please provide a narrative detailing how you would perform the work at a fair and reasonable price to the Government. NOTE: Comments will be shared with the Government and the project management team, but otherwise will be held in strict confidence.� Failure to submit all information requested will result in a contractor not being considered as an interested concern. E-MAIL RESPONSES ARE REQUIRED. Electronic versions of your capabilities statement, ten (10) PAGES OR LESS, shall be submitted VIA E-MAIL to Ms. Bonnie Echoles, Contracting Officer, email: bonnie.echoles@gsa.gov, by 12:00 PM EST on December 14, 2023.� AGAIN, THIS IS NOT A REQUEST FOR PROPOSALS. This is for planning purposes only and is a market research tool to determine availability and adequacy of potential Small Business Sources. The Government will not reimburse responders for the cost of the submissions. �
