DISCLAIMER THIS SPECIAL NOTICE IS TO INFORM INDUSTRY OF THE USG INTENT TO REVISE SECTION L-6.2.B. PART 2: GATE TWO: FACILITY CLEARANCE (FCL) UNDER FORMAL RFP W9113M-23-R-0061, WHICH WILL AFFECT THE TS FCL AND TS SAFEGUARDING PROPOSAL SUBMISSION REQUIREMENTS. (NOTE THAT THE USG INTENDS TO ALSO REVISE RFP SECTION M-2.B TO CORRESPOND WITH THE ANTICIPATED CHANGE UNDER RFP SECTION L.) THIS NOTICE SHALL NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT, INVITATION FOR BIDS, RFP, OR REQUEST FOR QUOTES. THE USG IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS NOTICE. A FORMAL RFP SOLICITATION IS NOT AVAILABLE AT THIS TIME; THEREFORE, ANY REQUESTS FOR A FORMAL RFP SOLICITATION WILL NOT RECEIVE A RESPONSE. QUESTIONS REGARDING THIS NOTICE AND THE USG�S INTENT WILL NOT BE ACCEPTED OR ANSWERED (BUT FEEDBACK/COMMENTS CAN BE SUBMITTED). In response to industry questions regarding the D3I2 D2 draft RFP posted on October 13, 2023 the USG intends to revise RFP W9113M-23-R-0061 Section L-6.2.b PART 2: Gate Two Facility Clearance (FCL), which will affect the TS FCL and TS safeguarding proposal submission requirements. The attached file provides draft text that the USG intends to use for the portion of RFP Section L in question (the USG also intends to revise RFP W9113M-23-R-0061 Section M-2.b Gate Two: Facility Clearance (FCL)). (Note that the attached document captures anticipated changes but should not be considered all-encompassing; potential offerors and their teammates must rely upon the formal RFP when released; the formal RFP will govern.) Industry feedback/comments regarding the intended RFP changes reflected in the attached file may be provided to the USG, but questions will not be accepted or responded to � this notice and its attachment are only informational. Please note that the USG anticipates releasing the D3I2 Domain 2 Formal RFP/Solicitation on or about January 11, 2024; however, subject to internal review processes, the USG may release the D3I2 Domain 2 Formal RFP/Solicitation before or after this date. (And note that in accordance with Federal Acquisition Regulation 5.203(a) a pre-solicitation notice will be published at least 15 calendar days before issuance of the formal RFP). Note that the USG anticipates allowing industry feedback and/or questions in response to the D3I2 D2 formal RFP release; if applicable, instructions for feedback and/or question submittal will be provided in the formal RFP document/announcement. Please continue to monitor the GPE for additional information. As previously advised, please note that the USG intends to post the formal RFP solicitation and receive proposals via the Procurement Integrated Enterprise Environment Solicitation Module (PIEE SM) only at https://piee.eb.mil/. It is the responsibility of potential offerors to ensure their own access to the PIEE SM is attained and maintained. The following link provides the general steps in gaining access to the PIEE suite: https://piee.eb.mil/xhtml/unauth/web/homepage/vendorGettingStartedHelp.xhtml. As stated above, the USG welcomes industry feedback and/or comments but is not accepting questions at this time. The USG will not provide a response directly or via SAM.gov to follow-up submissions. Please provide any feedback or comments no later than (NLT) 12:00 p.m. CST, Friday, December 1, 2023. Any submissions submitted after the stated time will not be accepted.
