Sources Sought:� 19INLE24I0007 Hotel Accommodation, Transportation & Insurance The Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL)�Grants, Acquisitions, Procurement, and Policy (GAPP) is conducting market research to determine the degree of interest and capability to provide service for hotel accommodations, transportation services and Insurance for International U.S officials and U.S. government staff, participating in various types of visits to attend study tours and conferences in various locations throughout the United States.� This Sources Sought notice is issued for planning purpose only, and does not constitute a solicitation for proposals, offers, bids, and/or quotes. This is not an announcement of a forthcoming solicitation, or confirmation that the Government will contract for the items contained in the Sources Sought, nor is any commitment on the part of the Government to award a contract implied. Responses to this notice will assist the Government in identifying potential sources and in determining if a Service-Disabled Veteran Owned Small Business (SDVOSB), Small Disadvantaged Businesses 8(a), Historically Underutilized Business Zone Small Business (HUBZone), or Women-Owned Small Business (WOSB) set-aside of the solicitation is appropriate, and in determining whether this approach to securing contracting support is practicable. Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this Sources Sought. Responses to this notice will not be returned. The following information is requested in this RFI/Sources Sought: 1.� Company name, point of contact, phone number, and address; 2.� UEI Number and CAGE Code; 3.� Interest in nature of participation [e.g., prime contractor, teaming partner, primary subcontractor] 4.� SDVOSB/HUBZONE/8(a)/WOSB certification 5.� Statement of capabilities in providing provide servers, storage, memory, switching, licensing, and installation services and technical support indicating that the vendor can perform the requirements as stated. 6.� Examples of relevant past performance. Interested contractors may provide the above information via e-mail to the addresses listed below. Information submitted must be in sufficient detail as to allow for a thorough government review of firm's interest and capabilities. This information is due no later than Tuesday, December 12, 2023 at 8:00 AM EST. Primary Point of Contact: Mohan N. Krishnakumar Contracting Officer KrishnakumarMN@state.gov Scope Of Work � SAMPLE NAICS: 561510 and 561599 Subtask 1: �Hotel Services: The contractor will secure 12 rooms at a hotel in Arlington, VA.� The check-in date is April 8, 2024 and the check-out date is April 16, 2024.� The preferred hotels for this portion of the statement of work is Courtyard Arlington Crystal City Marriot, 2899 Richmond Hwy; the Crystal City Gateway Marriot, 1700 Richmond Highway; or the Crystal City Marriot at Reagan National Airport, 1999 Richmond Highway in Arlington, VA.� Note that the delegation�s flight will land at 7:30 pm on April 8, so they will check in later than the standard check in time. Subtask 2: �Transportation Services The contractor will provide a vehicle and driver, with the appropriate licenses and liability insurance, for 16 people for the specified dates:� April 8, April 11 � 15, and April 16, 2024. The contract should contain a mechanism to easily add additional hours should there be unexpected events like traffic.� The contractor should show that they have back up vehicle availability and capability in case the primary vehicle becomes disabled.� The vehicle must also have functioning heating and air conditioning.� For airport pickup and drop-offs, the vehicle needs to have room for 12 people with enough space for luggage for 12 people.� The driver will dress in business casual attire.� The contract driver must carry a working cell phone to facilitate communication with USG staff and will be provided contact numbers prior to the beginning of the travel dates.� The contractor will be responsible for drop-off, transport, pick-up, parking (including costs), and waiting at or near meeting locations between stops. Below is a draft itinerary for the transportation requirements.� Airport pick up and drop off requires service for 12 passengers. All other locations require service for 16 passengers. April 8:� Transportation services are required from Washington Reagan National Airport to the selected hotel for 12 people and luggage for 12 people. The pickup time is TBD. April 11:� Transportation services are required from the hotel in Arlington, VA to the Harry S. Truman building (2201 C St NW, Washington, DC 20037). The pickup time is 9:00 am.� Transportation services are required from the Harry S. Truman building back to the hotel in Arlington, VA.� The pickup time is 5:00 pm.� The vehicle should have space for 16 people. April 12:� Transportation services are required from the hotel in Arlington, VA to the Montgomery County Circuit Court.� The pickup time is TBD.� Transportation services are required from the Montgomery County Circuit Court to the hotel in Arlington, VA.� The pickup time is TBD.� The vehicle should have space for 16 people. April 13:� Transportation services are required from the hotel in Arlington, VA to the Superior Court of DC and Clerk�s Office.� The pickup time is 8:45 am.� Transportation services are required from the Superior Court of DC to the Maryland Administrative Office of the COurts. The pickup time is 12:00 pm.� Transportation is required from the Maryland Administrative Office of the Courts to the hotel in Arlington, VA.� The pickup time is TBD.� The vehicle should have space for 16 people. April 14:� Transportation services are required from the hotel in Arlington, VA to the National Center for State Courts (2425 Wilson Blvd, Arlington, VA, 22201).� The pickup time is TBD.� Transportation services are required from the NCSC to the hotel in Arlington, VA.� The pickup time is TBD.� The vehicle should have space for 16 people. April 15:� Transportation services are required from the hotel in Arlington, VA to the Council for Court Excellence.� The pickup time is TBD.� Transportation services are required from the Council for Court Excellence to the Harry S. Truman building (2201 C St NW).� The pickup time is TBD.� Transportation services are required from the Harry S. Truman building to the hotel in Arlington, VA.� The pickup time is TBD.� The vehicle should have space for 16 people. April 16:� Transportation services are required from the hotel in Arlington, VA to Washington Reagan National Airport for 12 people and luggage for 12 people. The pickup time is TBD. INL will provide the contractor with a detailed schedule in advance of the start of the visit.�� Subtask 3:� Comprehensive Travel Insurance The contractor will provide comprehensive travel insurance for the 10 Senegalese participants for the duration of their stay in the United States.� The travel insurance should include coverage for medical expenses that they may incur in case they need medical treatment while in the United States for the study tour. Period of Performance: The period of performance for this contract is from April 8 � 16, 2024. AWARD TYPE: The Government intends to award a firm-fixed-price Purchase Order for the requirements identified in this RFQ. The price shall include all direct and indirect costs, profit, shipping/delivery charges, export requirements, insurance, etc. The price will not be subject to adjustment after award.
