- The Department of Housing and Urban Development (HUD) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for HUD, Office of Housing Counseling (OHC) requires Contractor support to maintain a Home Equity Conversion Mortgage (HECM) Loan Comparison and Underwriting Tool (HLCUT) for HECM roster counselors with secure online access. The HLCUT shall be 508-compliant. The HLCUT shall provide calculations on all types of HECM loan products including cost of origination, servicing, mortgage insurance premium, amortization schedules, total annual loan cost and track responses to required client questions during counseling sessions. The HLCUT shall also provide a financial assessment component consistent with HECM program requirements.� It shall link to other HECM counselor HUD designated required online tools information. This tool shall provide easy to read and interpret printouts. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541611 Administrative Management and General Management Consulting Services. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.� If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Based on the responses to these sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. If you have any questions concerning this opportunity, please contact: Kimberly Campbell Background: The Department of Housing and Urban Development (HUD), Office of Housing Counseling (OHC) is responsible for the administration and oversight of HUDs Housing Counseling Program (HCP).� Authorized by Section 106 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701x), the HCP supports the delivery of a wide variety of housing counseling services to homebuyers, homeowners, low- to-moderate income renters, and the homeless. The primary objectives of the Program are to improve financial literacy, expand homeownership opportunities, improve access to affordable housing and preserve homeownership. General Description of Work: The Office of Housing Counseling must have a well-maintained, regularly updated, and secure Home Equity Conversion Mortgage (HECM) Loan Comparison and Underwriting Tool (HLCUT) that is 508 compliant. (Please see attached draft Performance Work Statement (PWS)). The tasks require a set of skill categories based on the following approximate breakdown: The Contractor shall employ one or more experts as determined by profession, education, knowledge, and minimum 5-years� experience with the housing counseling industry and the HECM loan program. Contemplated performance metrics: Please see Performance Work Statement (PWS). Contemplated Report requirements: Please see PWS Section 6 Deliverables for deliverables. Contemplated dollar value of the project: It is anticipated that the dollar value will be between $3 and $5 million for the base year plus 4 12-month option periods.
