- Under Statutory Authority 41 U.S.C. 1901 the Great Lakes Acquisition Center (GLAC) intends to negotiate a sole source contract with General Electric (GE) for integration, database clean-up, and MRN conversation within GE MACLAB Interface Services for the EHRM Cerner Project at the Milwaukee, Hines, and Madison VAMC s. This is a proprietary procurement where there is a limited source. Only GE Healthcare can design, install, and commission this network infrastructure because the GE Unity network is their proprietary design. Only GE healthcare or their authorized business partners/distributors can implement this network. Vendor services with appropriate levels of access to make changes to the existing systems, and OEM services capable of certifying appropriate functionality after the conversion work is complete are both necessary for this procurement. GE is the only vendor who can provide this service while not augmenting or voiding the terms of existing warranties and service agreements with the medical centers. This notice of intent is not a request for competitive quotes. This acquisition is conducted under the authority of 41 U.S.C. 1901 Simplified acquisition procedures as implemented in FAR 13.106-3(b)(3)(i), only one responsible source and no other supplies or services will satisfy agency requirements. This will be a firm fixed price contract for GE MACLAB Interface Services for the EHRM Cerner project. The North American Industry Classification System Code (NAICS) is 541519 with a business size standard of $34.0 Million. No solicitation documents are available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer by 3:00 PM Local Time (Central) Wednesday, December 4, 2023. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. This evidence shall include a letter from the Original Equipment Manufacturer (OEM) stating vendor is an authorized service vendor per VAAR Clause 852.212-71(c). Responses received will be evaluated, however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
