- VA HANDBOOK 6500.6 MARCH 12, 2010 APPENDIX C C-6 Sources Sought Notice The Department of Veterans Affairs Network Contracting Office 2 Hudson Valley Healthcare System 2094 Albany Post Road Montrose, NY 10548 is seeking sources for Project 620-20-201 Replace Mission Critical Roofs Phase I. THIS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a sources sought/RFI only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 238160 (size standard of $19 Million). Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 2 Network Contracting Office, is seeking sources who can provide Mission Critical Roof Replacement under the attached statement of work. The responses received will assist in determining whether a SDVOSB OR VOSB set aside is in the best interest of the Government. The information identified below is intended to be descriptive, not restrictive and to indicate the quality of the Construction that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the requirements of this project. If you are interested, and are capable of providing the sought Construction, please provide the requested information as well as the information indicated below. Response to this notice should include company name, address, point of contact, size of business pursuant to the following questions: (1) Please indicate the size status and representations of your business, such as but not limited to: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB)? (2) Is your company considered small under the NAICS code identified under this RFI? (3) If you intend to sub-contract any work on this contract, what portion of the total cost will be self-performed/will be performed by your organization? Please provide estimated detailed percentage breakdowns related to sub-contracted work and completion of job. Pricing will be used for the purpose of market research only. It will not be used to evaluate for any type of award. (4) Please submit your capabilities regarding the statement of work being provided and any information pertaining to capabilities for planning purposes. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this sources sought notice. Responses to this sources sought notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Responses must be received no later than Thursday, November 30, 2023 @ 12PM EST. REPLACE ROOFS ON MISSION CRITICAL BUILDINGS AT MONTROSE PHASE I (Buildings 3, 6, 13, 14, 17 and 36) (Construction Services) PROJECT 620-20-201 STATEMENT OF WORK Background: Periodic replacement of roofs is required to protect vital infrastructure from costly repairs due to water infiltration. Buildings at Montrose have been identified as critical to facility mission requirements, at the end of their O&M life cycle and therefore in need of replacement. Objectives: The objective of this acquisition is for successful replacement of roofs on buildings identified as mission critical in accordance with the design drawings and specifications. The effort will also make consideration for the replacement, repair or reinforcement of fall protection and other structural elements as needed. Period of Performance: The period of performance for design shall be 365 days from Notice to Proceed (NTP). Place of Performance / Place of Delivery: The place of performance for this contract is the care facility located at VA Hudson Valley Healthcare System, Montrose Campus, 2094 Albany Post Road, Montrose, NY 10548. Scope or Tasks (for services): The contractor will furnish all materials, equipment, supervision, and personnel necessary to replace roofs on buildings identified as mission critical. Egress is to be maintained throughout construction activity. This project includes replacement of gabled, dormer and flat roofs on buildings 3, 6, 13, 14, 17, and 36 in accordance with the accompanying drawings, specifications, and any local and federal codes, regulations, and procedures. Construction activities also include fall protection and other structural components of the roofing systems as indicated by the bid documents. The work shall include work covered by specification divisions 2 (hazardous materials / demolition), 5 (metals), 6 (wood and plastics), 7 (thermal & moisture protection), 26 (electrical) and 32 (site improvements). Construction activities include but are not limited to labor, material, equipment, and supervision required for roof demolition, fall protection demolition, asbestos abatement, roof installation, and fall protection installation. Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI): None Security Requirements: Contractor employees and subcontractors will be required to secure facility ID badges from VA Police Department. Safety Codes / Certification / Licensing: The construction firm shall comply with all codes as described above, as well as codes customarily applied in VA construction jobs such as NFPA, OSHA, VA Design Guides and Manuals, etc. Labs used by the contractor shall be licensed as required by any applicable governing agencies, and their certifications and licenses shall be included in the engineering reports. This is to be performed by a Certified Industrial Hygienist. Travel: No travel for government employees because of this project is anticipated. Employees of the AE firm will be required to travel from their place of business to the place of performance indicated above for the purposes of field investigations, design reviews, pre-construction meetings, interim and final inspections, and closeout documentation preparation. Special Material Requirements: No special materials are anticipated for this contract. Any Other Requirements Unique to the Solicitation: None NARA Records Management Requirements: The following standard Items relate to records generated in executing this contract: Citations to pertinent laws, codes and regulations such as 44 U.S.C Chapter 21, 29, 31and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced as part of this contract. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver enough technical documentation with all data deliverables to permit the agency to use the data. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under or relating to this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information.
