Description
The Federal Aviation Administration (FAA) intends to award a single source contract to Saab Inc., East Syracuse, NY, for the repair and/or acquisition of Saab Sensis proprietary parts used in FAA surveillance systems including but not limited to the Wide Area Multi-Lateration (WAM), Airport Surface Surveillance Capability (ASSC) and the Airport Surface Detection Equipment Model-X (ASDE-X). The ASDE-X, ASSC and WAM are all Next Generation Air Transportation System (NextGen) surveillance capabilities. The WAM is in operation in Colorado and Alaska enabling air traffic controllers to track aircraft flying into and out of airports in mountainous areas with no radar coverage. While the ASDE-X and ASSC system provides critical surface surveillance capability to 35 major airports across the NAS. It uses enhanced processing software and safety logic to alert controllers and prevent runway incursions at large congested airports. In accordance with the FAA Acquisition Management System Paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. Saab, Inc. owns all proprietary data rights proprietary information necessary to conduct manufacture, repair, and test of these assets. A market survey (6973GH-24-MS-00002) was posted to the SAM.gov web site on September 25, 2023, and closed October 10, 2023. No responses were received in response to the market survey. The proposed principle North American Industry Classification System (NAICS) code for this effort is 811210 Electronic and Precision Equipment Repair and Maintenance, with a size standard of $12.5M. This announcement is for informational purposes only, not a Solicitation/Request for Proposal. A competitive solicitation is not available for this procurement.
