Description

The Strategic Systems Programs (SSP) intends to solicit and negotiate a contract on a sole-source basis with Lockheed Martin Rotary and Mission Systems (LMRMS) (CAGE 56232), located in Uniondale, NY, a division of Lockheed Martin Corporation (LMCO), in order to provide the following efforts in support of the TRIDENT II Fleet Ballistic Missile (FBM) Strategic Weapon System (SWS) Navigation (NAV) Subsystem: NAV Subsystem development, material procurement, production, program technical engineering and fleet support. This effort is a follow-on and inextricably linked to the efforts currently supported under Strategic Systems Programs (SSP) follow-on OMNIBUS contract N0003020C0045 and N0003023C6045, which were both awarded using other than full and open competition.� The applicable NAICS code for this requirement is 541330. The impending FY 2025 contract will contain both U.S. and U.K. sponsored efforts starting in FY 2025, with certain line items periods of performance estimated through December 2031. As the designated TRIDENT Navigation Subsystem Integrator, LMRMS is the only known source with the requisite design background, system knowledge and operational experience relative to the TRIDENT II Navigation Subsystem capable of providing the required efforts within existing technical, cost and fleet schedule constraints. The contract will also include an option provision to increase the level-of-effort (term) line items up to 30%. This NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITVE PROPOSALS.� The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.� The Government does not intend to use Part 12 for the acquisition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals.� This notice of intent is not a request for competitive proposals.� All responses must be received within fifteen days from the date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� A solicitation is not intended to be posted on the Government Point of Entry and instead directly with the subject contractor in accordance with the sole-source procedures under FAR Part 15.�
