- THIS IS NOT A REQUEST COMPETITIVE QUOTES NOTICE OF SOLE SOURCE INTENT The Bureau of Reclamation, Acquisition Operations Branch intends to award a Firm Fixed Price Commercial Item purchase order to the Electric Power Research Institute (EPRI) for its Program 224, 225 and 228 that allows access to over 200 intellectual projects. Reclamation has found EPRI to be the only reasonable source that can successfully provide the requirement. The statutory authority for other than full and open competition is 10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. A Determination to Solicit from a Single Source is being prepared. The Government anticipates award in December of 2021. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can provide the requirement are encouraged to identify themselves and give written notification to the Contracting Officer no later than 3pm (MST) on November 21, 2023. Responses to this notice can be emailed to rshedrick@usbr.gov. All responses should include the vendor�s Unique Entity ID (UEI). The NAICS code for this effort is 541690 Other Scientific and Technical Consulting Services with a size standard of 1000 EMP. A determination by the Government not to compete this proposed action base on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Any contractor interested in doing business with the Federal Government must be registered and active at www.SAM.gov. SAM is a Federal Government owned and operated FREE website. All invoices for this requirement must be submitted through the Department of Treasury's Invoice Processing Platform located at www.ipp.gov.
