Description
This announcement constitutes a Pre-Solicitation notice (synopsis) in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, �FY23 MCAF PNEK063092 Secure Integration Support Laboratory, Maui� as described within this announcement. This project is a Design-Bid-Build solicitation, utilizing Lowest Price Technically Acceptable (LPTA) procedures in accordance with FAR Part 15.� The Government intends to solicit this requirement as an unrestricted procurement.� The North American Industry Classification code (NAICS) for this requirement is 236220.� The Small Business size standard for this NAICS code is $45,000,000 annual average revenue.� The Government intends to award a firm-fixed-price construction contract as a result of this solicitation. Interested Offerors should register as a Vendor in Procurement Integrated Enterprise Environment (PIEE) in order to participate in the upcoming solicitation once issued. Project Description: Construct a 55,634 square feet office, supercomputing, and laboratory complex, complete with necessary features such as perimeter fence, controlled entry point, secured area, and modern office building features. The project will be compliant with current DoD and Air Force Anti-Terrorism (AT) and Force Protection (FP) requirements. This facility would be built to meet Air Force Research Laboratory (AFRL) mission requirements. The estimated period of performance is 710 calendar days. The Government anticipates the acquisition will be lowest priced technically acceptable based on the following criteria: 1) experience; 2) past performance; 3) technical approach and 4) price. Project magnitude is between $50,000,000 to $100,000,000. It is the Offeror�s responsibility to check for any posted changes to the solicitation. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary. Offerors must have and/or maintain an active registration with the System Award Management (SAM) website. To register in SAM, got to https://www.sam.gov.
