- The U.S. Environmental Protection Agency (EPA) is issuing this Sources Sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for systems engineering, developing and implementing computer software, user interfaces, operations and maintenance, and related support services for and within an existing EPA application: Engines and Vehicles Compliance Information System (EV-CIS). Any interested firm should submit a Capabilities Statement with information which clearly demonstrates their capabilities to provide the services described below. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. It is anticipated that any future contract for these services will be a Time-and-Materials (T&M) priced, performance-based task order for five (5) years. The task order will consist of a one-year base period of performance (POP) and four (4) one-year option periods. The U.S. Environmental Protection Agency's Office of Air and Radiation (OAR) and the Office of Transportation and Air Quality (OTAQ), the Compliance Division (CD), is responsible for developing, implementing, and determining compliance with regulations concerning motor vehicle and engine emissions and fuel economy performance for all industries. Laws governing these regulations are in support of Title II of the Clean Air Act (CAA), the Energy Policy and Conservation Act (EPCA), and the Motor Vehicle Information and Cost Savings Act (MVICSA). OTAQ Compliance Information Systems support the implementation of the above stated regulations THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform all or part of these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; 2) The specific services or business objectives to which your potential capacity applies; 3) Your responses to the requested information questions; and 4) Your capability statement addressing the specifics of this effort, with appropriate documentation. Results from this market research may be used to inform the strategy, structure, method, and details of forthcoming procurement(s). More specifically, the EPA is interested in identifying those services most appropriate for small business set-asides. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their capabilities. The contractor will be responsible to possess the necessary facilities, qualified personnel, supplies and equipment necessary to manage this complex project, identify requirements, design, develop, test, integrate, deploy, operate, update, and maintain EV-CIS and/or its related components and tools. Support for this project is currently being provided under task order GS00Q09BGD0025/68HE0H18F1530 with General Dynamics Information Technology (GDIT). This Task Order was competed among EPA�s Software Engineering and Specialized Scientific Support (SES3) Blanket Purchase Agreement holders. The contractor provides support at both onsite at the EPA laboratory located in Ann Arbor, MI and at GDIT�s facility. The successful contractor of any resultant contract will be expected to provide all necessary labor, materials, and facilities in support of the efforts delineated by the SOO. Submissions shall be limited to 20 pages using a minimum of 10 point font size. The cover page and any table of contents and indices are exempt from the 20-page limit. The cited experience shall clearly indicate the capabilities to support the variety of efforts along with how these can be applied to meet EPA business requirements. Written questions regarding this Sources Sought Notice must be submitted to the Contract Specialist, Ms. Jazmine Harrs at Anthonyharris.Jazmine@epa.gov and the Contract Officer, Mrs. Tanya Latson at latson.tanya@epa.gov no later than 12 p.m. Eastern Daylight Savings Time (DST) on Friday, November 17, 2023. All capabilities submissions responding to this sources sought shall sent via FedConnect no later than 12 p.m. Eastern DST on Wednesday, November 29, 2023 in order to be included in the analysis.
