- This is a Sources Sought notice. This notice neither constitutes a Request for Proposal (RFP), nor does it restrict the Government from an ultimate acquisition approach. This notice should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. The Naval Surface Warfare Center Indian Head Division (NSWC IHD) R35 Department is seeking companies with technical expertise, experience, capability, and resources to provide a full turn-key CT system with 21CFR1020.40 cabinet certification, acquisition software, CT reconstruction software, CT analysis software, and onsite installation for the following requirements:� Cabinet Requirements 450kV rated Cabinet that is 21CFR1020.40 certified. Large motorized sliding door to access the inside of the cabinet. Cable Access port with cover. Primary and secondary safety interlocks. Interior Lighting. Cabinet dimensions shall be large enough to meet manipulator translation requirements highlighted in section 1.2. A total of 4 cameras to give full coverage of inside the cabinet. Manipulator Requirements All axis drives shall be motorized with variable speed control with positional accuracy of 0.001�. All axis drives shall be controlled with software and joysticks. Variable speeds to all axis drives shall be adjusted with software. All electronics shall be integrated into the manipulator. System shall incorporate a turntable on the manipulator. �Turntable shall be no larger than 24 in. in diameter and no smaller than 12 in. in diameter. �Rated to hold weight up to 500 lbs. �Rotates 360 degrees with continuous rotation capability. �Translates in X direction in range of at least 30 in. of travel. �Translates outside of the cabinet door to ensure ergonomic loading. �Translates in Z direction with range of at least 40 in. �Machined and tapped holes on top surface of the turntable for mounting fixturing/micro positioner. Detector manipulator must translate at least 48 in. in the Y direction. Detector manipulator must translate at least 48 in. in the Z direction. Source manipulator must translate at least 48 in. in the Y direction. Source manipulator must have dual x-ray tube mounts. Source manipulator must be capable of switching between both x-ray tubes easily. Motorized collimator for the 450 kV x-ray tube. Must incorporate limit switches to prevent collisions. Software Requirements Acquisition Software �Software must integrate motion and acquisition. �Windows based compatible with Windows 11 or higher. �Connects to all motion control, x-ray tubes, x-ray detectors, and cameras. �Automatic tube warm-up. �Automatic filament current adjustment. �Automatic focusing. �Automatic target loading control. �Intensity control. �Non-proprietary image storage format. DICONDE compliant. ASTM tools for compliance. Pixel Mapping Qualification. Detector Quality Check. Spatial Resolution. Contrast sensitivity check. SMPTE display test pattern. GPU utilization of GPU technology for high performance image processing and measurement functions. Live imaging capability. Live averaging, histogram, line profile, centering tool, grid, live measuring, live image rotation, cropping, and filtering. Live offsets and multi-gain functions. Read and store images in TIFF, DCM, BMP, and JPEG formats. Capable of CT acquisition up to at least 10,000 angle steps. Automatic technique sheet creation when images are acquired. Capable of manually typing filename for acquisition and automatic file saving at the end of acquisition. Capable of acquiring helical scan sets. CT Reconstruction Software �GPU based cone-beam reconstruction. �GPU based fan-beam reconstruction. �3D volume rendering with multiplane slicing density segmentation, zoom capabilities, pan, and rotation. �Localized reconstruction capabilities. �Surface rendering capability that can be saved as STL, cloud points, OBJ, DXF WRL, PLY. �Capability to save volume file as an executable file that can be used on workstation that doesn�t have a CT reconstruction license. �Capable of reconstruction for helical CT scan sets. The newest version VG Studio Max 64bit dongle license software with the following add-on modules or equivalent. Porosity/Inclusion Analysis. �Fiber Composite Material Analysis. �CT Reconstruction Basic. Hardware Requirements Acquisition Computer. �Windows 11 Operating System. �48 GB of RAM. �512 GB Operating System Drive. �At least 2 TB of data storage. �10/100/1000 Network Interface. �DVD Drive. �31.5� 4K color display monitor. �Wired keyboard and mouse. Reconstruction Computer �Windows 11 Operating System. �Dual 10-Core Processors. 384 GB of RAM. �1 TB SSD operating system drive. �24 TB hard drive with high speed Raid 5 capabilities. �4 high performance display adaptors. �96 GB of GPU memory. �3D rendering capabilities. �31.5� 4K color display monitor. Wired keyboard and mouse. �X-ray Tubes Microfocus 225kV Directional X-ray Tube. �Tube Voltage Range: 25kV - 225kV. �Tube mA Range: 0-3 mA. �Maximum Power: 320 W. �Focal Spot Size shall be less than 6 microns. �Detail Resolution shall be capable of less than 2 microns. �Shall be installed with 10 meter high tension voltage cable and a closed loop water cooler. �Mesofocus 450 kV X-ray Tube MXR-451MF or equivalent. Tube Voltage Range: 100kV � 450kV. �Installed with 10 meter iVario cable package. �I/O power distribution panel. �Oil to air cooler with flow and temperature interlocks. �iVario 450kV/1.0kW Generator. X-ray Detector Varex 4343N DRZ+ Gadox or equivalent. �17in. X 17in. active area. �150 micron pixel pitch. �2880 x 2880 pixel matrix. �16 bit Conversion. �Up to 15 fps for 1x1 and 30 fps for 2x2 binning. �Superior Grade. �Tungsten shielded to 450kV. �Power and Ethernet Cables included. �Tooling and Spare Parts Powered Micro Positioner. �2 Axis. �85mm travel for each axis. �Can be controlled through motion control software. �Precision centering of samples. Turntable riser. Spare pack of 225kV targets and filaments. EN-462 D13 duplex wire gauge. Photo light meter. Responding sources must be able to provide a full turn-key CT system with 21CFR1020.40 cabinet certification, acquisition software, CT reconstruction software, CT analysis software, and onsite installation.� In addition to field services, technical support via phone should also be available to the end user. All responding sources must provide a sources sought questionnaire that consists of a point of contact, phone number, e-mail address, mail address, business size, Unique Entity ID number and CAGE Code.� All responding sources shall provide a capability statement that clearly indicates the company�s experience, assets, background, and ability to provide the required commercial products and perform the required work without compromising the quality, accuracy, reliability, and schedule.� Responses should include specific experience of the requirements being applied to energetic materials, appropriate references should be provided. �Please limit your capabilities to four (4) pages, including the sources sought questionnaire as one of the pages.
