Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE; THE VA IS NOT SEEKING PRICING OR OFFERS. The Department of Veterans Affairs, VISN 20, in support of Roseburg VA Healthcare System, Roseburg, OR is currently requesting information to determine the existence of viable sources capable of providing construction services. Period of Performance: The intended contract period of performance is for 225 calendar days after receipt of notice to proceed. Description of Services: This project is located at the Roseburg VAMC Campus, 913 NW Garden Valley Blvd, Roseburg Oregon. The scope for this project is to remodel Building 71 upper and lower floors including, but not limited to: all spaces within the upper floor including the canteen and seating areas, administration areas, and kitchen area with site prep for new equipment, convert room A102 to male and female restrooms respectively; with the exception of the coolers and freezers (Rooms D101, D102, D104, D105, D107, and D108B) that are not included in this remodel project, the relocation of all IT components in Room BS101 to a new IT closet on the upper floor. The work shall include architectural, electrical, mechanical, plumbing, HVAC, fire protection, communication, and all such systems and components as may be necessary to achieve the project goals. The A/E shall provide all labor, materials and equipment for the design, and post construction services needed to complete the project. This includes but is not limited to (see Statement of Work below for more detailed description): Review the locations of existing architectural, electrical, structural, mechanical, plumbing, fire protection, HVAC, communication, kitchen equipment, etc. system s drawings within the project area and document and verify their locations. The A/E shall have a thorough understanding of the existing conditions within the project limits. The A/E shall design a full demolition survey shall be performed in a manner to protect the occupants of the space. Space will be occupied during construction. Evaluate the structural integrity of the main floor above the basement and their capability of supporting equipment as needed. Review existing fire and smoke partitions and identify deficiencies. Review existing fire suppression system and identify deficiencies. Review and verify the locations of the existing Johnson Control Metasys System and evaluate its operation. Review the existing HVAC system. Review the power requirements of the kitchen, canteen, and associated areas. Provide planning 35% design documents, design development 65% documents, 95% documents and 100% design documents for architectural, electrical, mechanical, plumbing, HVAC, fire protection, communication, phasing, demolition, and construction of improvements within the project limits. Provide facilities staging plan to provide for kitchen, canteen, and associated spaces full functionality during construction. **Additional Scope details are below. NAICS Code: 541330 Engineering Services and the small business size standard is $25.5 million (January 2022 standards). The Government is not soliciting offers at this time, and it will be the Contracting Officer who will determine which suggested changes are accepted. This is a sources sought notice to gain knowledge of potential qualified sources. A solicitation is not currently available. Responses: Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted. This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
