Description
Auxiliary Crane Replacement,�Hannibal Locks and Dam,�Hannibal, Monroe County Ohio The U.S. Army Corps of Engineers, Pittsburgh District, has a project for a new electric locomotive auxiliary crane to replace the existing locomotive auxiliary crane at Hannibal Locks and Dam on the Ohio River. The project includes delivery, installation of a new auxiliary crane, and the disposal of the existing crane. The new locomotive style auxiliary crane shall be manufactured to meet the requirements of ASME B30.5 with the exception of any specific criteria required by the specifications. Disposal of the existing crane shall be in accordance with applicable federal, state, and local laws and regulations. The existing crane is known to contain lead-based paint and temporary navigation lock closures will be permitted during removal of the existing and installation of the new crane operations. General project features include the installation and routing of conduit, wire/cables electrical disconnects, and miscellaneous electrical equipment. The furnished locomotive style auxiliary crane shall consist of a 6-ton capacity at 20-foot radius, 60-foot fixed style boom, and utilizing a 480VAC electric motor that powers an onboard hydraulic power unit (HPU). The auxiliary crane shall be designed for operation on the existing ASCE 60# rails laid 17 feet 6 inches (center-to-center of the rail heads). The crane shall be capable of performing any and all functions of hoisting, slewing, raising and lowering the boom, and traveling. Safety features shall include a 3B6 load moment indicator system and overload safety shutdown system that consists of an anti-two block device. An additional safety feature includes an interlock that prevents travelling the crane while using any boom operations. The crane operator cannot execute these functions simultaneously. Other required features for the auxiliary crane are monitoring units located on the boom directed towards load handling, a rear facing unit to account for better visibility and a boom rest shall also be provided to support the boom when the crane is inactive. Following the installation of the new auxiliary crane, the contractor shall complete a load test per ASME B30.5 and provide a O&M manual, as-built drawing package, BOM list, and recommended spare parts. In addition, contractor shall include 2-year warranty and onsite training for lock operations. The work shall be completed within 540 calendar days after written Notice to Proceed. Per FAR 36.204(f) the magnitude of construction is between $1,000,000 and $5,000,000. This acquisition will be procured as a 100% Small Business Set-Aside. The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract.� All responsible Bidders are encouraged to participate.
