THE PURPOSE OF THIS AMENDMENT (A0004) IS AS FOLLOWS: 1. Deleted the Contract Line-Item Numbers (CLIN) Detail table from page 1. 2. Revised Section II. 3. Revised Instruction to Offerors, Section c, page 45, Past Performance Instructions; Removed the word ""magnitude"". 4. Instructions to Offerors, page 46, Added; 7. Proposal Package Requirements. 5. Evaluation Factors, Technical Approach, page 52, revised the word ""Whether"" to ""How well"". 6. Evaluation Factors, Management Plan, page 52, revised the word ""Whether"" to ""How well"". 7. Revised Section V, Solicitation Provisions, Instructions to Offeror, Evaluation Factors, Past Performance, page 53, the following bullet was added, ""Of those determined to be recent, HUD will assess the degree of similarity in scope and value the past performance efforts submitted have to have the solicitation requirements to determine relevancy"". 8. Revised Section V, Solicitation Provisions, Instructions to Offeror, Item 3b Responses are due from November 8, 2023 by 2:00PM EST to November 13, 2023 9:00AM EST. 9. Deleted the Price Schedule from page 55. 10. Revised Attachment 2, QASP, page 83, Section 5.2.2, Deliverables: from A004 to A009. 11. Remove and Replace Attachment 3, Contract Line-Item Numbers (CLIN) Detail. �
