- 1.0 DESCRIPTION The Veterans Health Administration (VHA) Non-Expendable Equipment National Program has identified the Milling/Drilling Machines: Dental product line as a candidate for a VA-wide (otherwise referred to as national ) multiple award Blanket Purchase Agreement (BPA). The Department of Veterans Affairs (DVA) Office of Procurement, Acquisition and Logistics (OPAL) Strategic Acquisition Center (SAC) on behalf of VHA is issuing this Request for Information (RFI) in accordance with the FAR 10.002(b)(2) to determine the availability and technical capabilities of qualified sources. The period of performance is for a 60-month ordering period from the date of award. The SAC in conjunction with VHA is seeking a qualified sources to manufacturer Milling/Drilling Machines: Dental product on an agency wide basis. VA intends to award a multiple award BPA with Firm-Fixed Price (FFP) orders IAW FAR 13.303, Blanket Purchase Agreement (BPA) to suppliers of this equipment. Vendors will be required to deliver Medical Carts Storage Transport to VA medical centers and facilities throughout the United States. The associated North American Industrial Classification System (NAICS) code for this procurement is 339112 Surgical and Medical Instrument Manufacturing and the associated size standard is 800 employees. The FAR Provision found at 52.204-7(b)(1) requires that All interested Offerors must be registered in SAM prior to submitting an offer or quotation. You may access the SAM website at SAM.gov | Home. All offerors must be certified as with the appropriate NAICS code on the SAM website. All SDVOSB/VOSB offerors must be verified in the SBA database at https://veterans.certify.sba.gov/#search at the time of quote submission. This notice is for planning purpose only and does not constitute a commitment on the part of the Government to award a BPA, nor does the Government intend to pay for any information submitted as a result of this notice. This RFI is part of a continuous process for obtaining the latest information on the commercial status of the industry with respect to their current and near-term abilities. The information provided herein is subject to change and in no way binds the Government to solicit for, or award, a competitive contract. It is emphasized that this is a notice solely for planning and informational purposes 2.0 SCOPE The objective of this procurement is to establish BPAs for Milling/Drilling Machines: Dental for inclusion in the NEC and nationwide usage. VHA aims to ensure availability and consistency of NX equipment and to obtain volume-based, standardized pricing. VHA desires to continue the practice of achieving cost avoidance while simultaneously balancing clinician considerations for obtaining quality equipment. For each product, the quoter must include a description reflecting the minimum technical requirements (MTRs) and level of quality that will satisfy the physical, functional, or performance characteristics of the product(s) specified in the solicitation. The quoter must also clearly identify the item by brand name (if any) and make/model number. Finally, the quoter must include descriptive literature, such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer, and clearly describe any modifications it plans to make to a product to make it conform to the solicitation requirements. The following line items comprise the Milling/Drilling Machines: Dental product line: Contract Line Items Description 0001 Intraoral High-Performance Scanner with CAD/CAM software, milling/drilling unit and user interface system 0002 Milling and Drilling Unit, Wet and/or Dry 0003 Suction Unit (Dry Milling) 120VAC 0004 Scanner, PC and Monitor 0005 3D On-Site Training 0006 Intraoral Scanner On-Site Training 0007 Preventive Maintenance for Complete System. 0008 Preventive Maintenance for Intraoral Scanner Unit Only 0009 Preventive Maintenance for Milling Unit Only The Department of Veterans Affairs (VA) is seeking vendors who can provide Milling/Drilling Machines: Dental identified above which meet all the following minimum technical requirements (MTRs). Vendors are encouraged to quote any product solution or configuration so long as they meet the MTRs. Vendors are also encouraged to quote any additional product that may be necessary for the clinical functionality of the equipment. PRODUCT REFRESH The BPA holder shall provide improved items within the awarded product line as appropriate new industry technologies emerge and/or products become obsolete during the term of the BPA. A revised product listing and documentation identified below shall be submitted in writing to the CO, CS, and COR. Further, the BPA holder shall ensure that all products offered are state-of- the-art. ""State-of-the-art"" is defined as the most recently designed components approved by the FDA and are announced for marketing purposes. All improved, enhanced, or replacement products shall contain the manufacturer s commercial warranty. The BPA holder shall ensure that all upgraded improved/replaced products meet Food and Drug Administration (FDA) 510K Program and Health Information Portability and Accountability Act (HIPAA) Federal requirements. The BPA holder shall ensure that all new products meet all the requirements stated above. The BPA holder shall provide the following information to the CO, CS, and COR for review and approval (All products submitted as a technical refresh will undergo a technical evaluation by Government personnel): A Technical Refresh period may be held a minimum of one (1) time per year. A complete modification request includes a list of specific awarded item(s) to be updated or/and added in the Attachment XYZ Schedule of Supplies. All product and submission requirements described above pertain to all Technology Refresh submissions and product additions. New products replacing awarded items and released to the market during the period of performance shall be offered to the Government at a discounted price. The Government reserves the right to not accept the new products. The BPA holders shall continue to supply the Contracted item(s) as originally identified. Please submit all response to Kever L.
