- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation 140FS324Q0010 is issued as a request for quotation (RFQ). The anticipated award date is within 10 days after the close of this announcement. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC Number: 2023-05, Effective Date: 09/22/2023. This requirement is being solicited as a 100% Small Business Set-Aside. The applicable North American Classification System (NAICS) code is 321219, Reconstituted Wood Product Manufacturing. The small business size standard is 750 employees. The Government intends to award a firm fixed price contract resulting from this combined synopsis/solicitation. Line-Item Description(s): Purchase and Delivery of Composite Decking & Lumber Materials for Refuge Boardwalks (No labor/installation is required) - Refer to SF-1449 for details Period of Performance: Preferred delivery is the earliest possible date after receipt of award (ARO). Contractor must include your estimated delivery schedule ARO on your quote. Delivery Location: U.S. Fish & Wildlife Service Merritt Island National Wildlife Refuge Maintenance Compound 1963 Refuge Headquarters Road Titusville, FL 32780 Delivery Instructions: Contractor must contact Tom Penn at least (3) days in advance of delivery to arrange a time and place onsite. It is the responsibility of the Contractor to unload the materials. Prior to or following receipt of an award, the Contractor must register with the U.S. Department of the Treasury's Invoice Processing Platform System (IPP) to submit requests for payment. Invoices for services will be paid after the end of the month of service, advanced payments are not allowed. Important Submission Dates: 1. Please be advised that the government reserves the right to transmit responses to those questions of common interest to all competing schedule contractors through an Amendment to this Solicitation. Quote Submission: Quotes (including all required documents) must be transmitted via e-mail to the Contracting Officer, Ryna Russell at ryna_russell@fws.gov, no later than 11:00am EDT, Monday, November 13, 2023. Required Submittal Documents: Before submitting an offer, please read the entire solicitation package carefully. Offerors responding to this solicitation must submit the following documents: 1. SF 30 Amendment: (Only if applicable) If amendment(s) were issued, submit signed SF30 documents(s) acknowledging any/all Amendment(s) 2. Price/Quote: Quote must include your Unique Entity ID, Company Name, Address, Point of Contact (POC), POC email & phone number. Quote must include pricing (inclusive of shipping), delivery schedule/lead time ARO, and a detailed description of products to include quantity, size, and item descriptions. Bid Schedule: The attached bid schedule must be completed in addition to the detailed contractor quote. An award will be made to the Contractor whose submittal documents conform to the requirements as described in this solicitation and who, based on a subjective assessment from the Government, offers the best value to include favorable delivery schedule and price. The Government reserves the right to award a contract to other than the lowest priced offer if, in its judgment a favorable delivery schedule outweighs the price difference. Your quote will be considered non-responsive and will not be considered if all the above required documents are not completed in full and received as part of your submittal package.
