Description
The purpose of this amendment 0002 is as follows: Extend proposal due date (from Tuesday, November 14th, 2023) to Thursday, November 30th, 2023, 1:00 PM Pacific. Respond to the following Requests for Information (RFIs): RFP, page 10 of 35, Statement of Bid Items #6 states that roads must be accessible during business hours.  The Period of Performance for this project is 150 calendar days from receipt of Notice To Proceed, including all pre-construction activities and post-construction testing and acceptance.  Specification Section 01 00 00, Part 1.4-B states that the VA requires 14 days for A/E submittal review and an additional 5-14 days for VA review.  This submittal review process clearly adds up to one month for review of all submittals.  This will be a multi-phased project and keeping the roads open during business hours and/or working at night will cut the normal construction work production by at least one third.  Will the VA consider extending the Period of Performance to a minimum of 230 calendar days? VA Response: Yes, VA has considered the request and will extend period of performance to 230 calendar days from issuance of Notice to Proceed (NTP). Recommend that GC submit their proposed phasing with a matching payment draw schedule. Will the VA clarify if the Contractor s Site Superintendent, if duly qualified, may also serve in the roles of SSHO and CQC, or will a separate individual be required for either of those two roles? VA Response: The site super may serve as SSHO but not CQC and may only serve one VA project at a time. Specification Section 01 00 00, Part 1.13-D requires the Contractor to complete the NPDES permit process.  Will the VA confirm that the Govt. will pay for any fees or permit costs related to the NPDES permit process? VA Response: VA will submit any permitting to the State Water boards. Contractor will be responsible to update VA Mather specific SWPPP report specific to this project. VA will provide the template. Specification Section 01 00 00, Part 1.15-D & C indicate a Soils Report was prepared by Burrell Consulting Group and will be made available to bidders upon request.  Since the Soils Report will provide information relative to the costs for the earthwork for this project, will the VA make this report available in the next amendment? VA Response: Yes, VA will provide soils report in next amendment. Specification Section 01 00 00, Part 1.25 deals with the installation of new telephone equipment.  Will the VA confirm that this is not applicable to this project? VA Response: Confirming that no new telephone equipment needs to be installed. Specification Section 01 00 00, Part 1.33 requires the Contractor to obtain a subscription to Submittal Exchange to use as a collaborative online platform for this project.  Our firm has utilized Procore as a collaborative platform for this hospital and at many other VA hospitals.  Will the VA clarify if an alternate online platform (Procore) may be utilized for this project, or if not, provide the approved sole source J & A for the use of Submittal Exchange for this project? VA Response: Procore is acceptable. Specification Section 01 00 00, Part 1.34 requires the contractor to hire a professional commercial photographer to document this project.  Since this will add significant costs to the project and will likely create additional performance delays, will the VA clarify if photographs can be taken by in-house Contractor resources instead of by a professional commercial photographer? VA Response: Site super, safety, or QC may perform this as part of the pre survey of existing conditions to be conducted before groundbreaking starts with VA COR at the same time. Specification Section 01 35 26, Part 1.13 requires the Contractor to obtain pre-placement TB screening tests for all personnel assigned to this project.  Since this will be a sitework project, will the VA clarify if this will be required for this particular project? VA Response: Confirmed. TB screening test is not needed. Specification Section 01 45 00, Part 3.4-A & D requires the Contractor to retain additional specialized individuals who must be present at all times during work in these individual s specific area of responsibility.  For this project, this requirement would mean the Contractor must retain a Civil Engineer (or CM), Electrical Engineer, and an Environmental Engineer, all to be present onsite during activities in their respective areas of responsibility.  Since this will add huge costs to this project, will the VA clarify whether this will be a requirement for this project? VA Response: It is up to the GC to determine any quality control staff it requires to ensure compliance with the contract. Section 3.4D allows the work to be completed by persons with more than one area of responsibility, as long as they meet the qualifications in the Experience Matrix. Specification Section 01 91 00, Part 1.4-C requires the Contractor to implement commissioning activities to support USGBC LEED credits for building construction activities not found within the scope of this project.  Will the VA confirm there will be no LEED requirements for this project? VA Response: Confirmed. No LEED requirements are needed for this project. Specification Section 01 91 00, Part 1.8-C states that the VA will engage the Commissioning Agent (CxA) under their contract.  First, will the VA clarify if formal commissioning will be required for this project?  Secondly, if formal commissioning will be required, will the VA clarify if the CxA will be retained by the Contractor or by the VA? VA Response: No formal commissioning is required in the contract. VA RFI: the electric kiosk in front of building 707 will need to be removed and reset in concrete at new location, boxed in red in screenshot below The electrical line can be intercepted at the southwest corner of building 707 and pulled to the new location, panel is located inside building 707 see below. We estimate the existing concrete foundation is 6ft by 6ft by 3ft deep. New foundation will need to be set of same size.
