Description
The Consumer Financial Protection Bureau (CFPB) intends to make award to OCLC, Inc. 6565 Kilgour Pl, Dublin, OH 43017-3315, on a sole-source basis, under authority of FAR 13.106-1(b)(1) Soliciting From a Single Source for OCLC's WorldShare Management Service (WMS) library service platform with circulation, cataloging, discovery, acquisitions, and license manager functionality, including streamlined workflows via interoperability with OCLC's WorldCat knowledge base. WorldShare Management Service (WMS) is only available from OCLC, a non-profit, membership computer library service, and research organization. ? WMS is based on existing webscale services for cataloging and resource sharing using OCLC's WorldCat knowledge base of over 240 million bibliographic records and 1.7 billion library holding records, contributed by over 100,000 participating libraries world-wide. The CFPB Library is a member of the OCLC cooperative. The CFPB Library participates with other libraries to produce and maintain the WorldCat knowledge base. The purchase of OCLC WMS will simplify workflows and use the cooperative knowledge base to provide efficiencies that cannot be offered by any other library automation vendor. This platform adds webscale services for acquisitions, circulation, and license management along with vendor information and policies. The collaborative knowledge base is maintained by librarians worldwide, thus leveraging this workforce to perform functions previously duplicated by each library. Due to staff size limitations a system which streamlines day to day library processes, especially cataloging, is important. The completely integrated discovery interface; would function to ensure that all of our books are automatically updated as staff process new materials they are automatically cataloged to the discovery layer. Thus, allowing the Library to maintain its holdings in a collective worldwide library database without duplication or creation of local catalog records, as would be required if any other vendor's system was purchased. OCLC WorldShare Management Service (WMS) is completely integrated with the library's current ILS subscription and cataloging modules, providing seamless integration. This is not a solicitation; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency, no later than November 16, 2023.
