Reference Number 75N95024R00004 SMALL BUSINESS SOURCES SOUGHT NOTICE FOR THE NCATS SCIENTIFIC AND TECHNICAL SUPPORT SERVICES (STSS) CONTRACT This is a Small Business Sources Sought notice.� This is not a solicitation for proposals, proposal abstracts, or quotations.� The purpose of this notice is to help determine the availability of qualified small businesses technically capable of meeting the Government's requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. This sources sought notice will be used to identify small businesses and obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; women-owned small businesses; or small, disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is appropriate.� The NAICS code for this requirement is 541519, Other Computer Related Services, with a size standard of $30 million. Background: The mission of the National Center for Advancing Translational Sciences (NCATS) is to transform the translational science process in order to get more treatments to more patients more rapidly. Critical to this mission is the ability to manage data, generate insights, and foster collaboration across National Institutes of Health (NIH) Institutes and Centers and with external partners such as research hospitals, academic institutions, other government agencies, and industry stakeholders. NIH, NCATS, and NCATS collaborators are among the world's leading researchers, and they have access to large, cutting-edge data sources. An increasingly complex challenge is to translate these disparate, ever-evolving data sets into actionable insights that accelerate the pace of science and clinical development. Tools are needed to enable teams to ask complex, multi-faceted questions and to collaborate more seamlessly and securely across various teams. The purpose of this requirement is to provide the NCATS� Information Technology Resources Branch (ITRB) with day-to-day research and development (R&D) support services for the following task areas: � Task Area 1 - Program Management Office (PMO) Support� � Task Area 2 - Scientific and Technology Operations Services � Task Area 3 - Scientific Support Services � Task Area 4 - Scientific Platform Services � Task Area 5 - Data Science Services Sample task orders have been provided as attachments under this announcement to provide a better understanding of the requirements expected of the contractor. The period of performance is anticipated to be one year beginning in February 2024. A follow-on award will be competed for the same requirements with a period of performance anticipated to be five years beginning in February 2026.� The previous contract awarded for these services was to Axle Informatics, LLC, 6116 Executive Blvd, Suite 400, North Bethesda, MD 20852. Capability statement /information sought: Respondents must be registered in the System for Award Management (SAM), and address the following questions: 1. Provide your DUNS number and UEI, organization name, address, point of contact, and email address. 2. This notice is a small business sources sought. Include your size and type of business (e.g., 8(a), HubZone, etc., SDVOSB, etc.) and relevant NAICS code(s). 3. Provide a capability statement that addresses your approach to and experience with supporting a complex, integrated scientific enterprise. 4. Address each of the five (5) task areas listed above. Provide examples of specific experience with each task area. 5. Provide any other information that may be helpful in developing or finalizing the acquisition requirements. Responses should indicate current in-house capability and capacity to perform the work. Responses should include examples of prior completed government contracts and other related information. The Government requests that no proprietary or confidential business data be submitted in a response to this notice.� However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Responses to this notice should be clear, concise, and provide adequate detail for assessment. Responses must not simply rephrase or restate the government�s requirements but provide convincing rationale to address how the responder has the capability to meet requirements. The information submitted must be in an outline format that addresses the project requirement listed above. A cover page and an executive summary may be included but is not required. The response is limited to ten (10) pages not including a cover page or executive summary. All responses to this notice must be submitted by email to Nick Niefeld, Contract Specialist, at nick.niefeld@nih.gov, and reference sources sought notice number 75N95024R00004 Responses must be submitted not later than November 9, at 5:00 p.m. EST. Responses will not be returned and will not be accepted after the due date.� Disclaimer and Important Notes.� This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.� The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.� Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization�s qualifications to perform the work.� Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.� After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities.� However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality.� No proprietary, classified, confidential, or sensitive information should be included in your response.� The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).��
