10/26/23- See attachment section for RFP Questions and Answers,� RFP Amendment 0001, and attachment 5 DLM LOE_Ordering Rates Rev 0001, as shown below proposal due date of 17 November 2023 remains the same. REQUIREMENT: THIS NOTICE IS CONNECTED WITH PRE-SOLICITATION NOTICE ID N6852024R0001 (ERRONEOUS NUMBER) POSTED 18 SEPTEMBER 2023.� OFFICIAL SOLICITATION NUMBER AND NOTICE ID ARE N6852023R0031 The purpose of this notice is to release the OFFICIAL solicitation, N6852023R0031, to initiate a competitive source selection and award a contract in support of Depot Level Maintenance (DLM) for Fleet Readiness Center (FRC) South East (SE) located at Naval Air Station (NAS) Jacksonville, FL to include it�s remote sites at: Naval Station (NS) Mayport, FL; Cecil Commerce Center (Cecil Field) in Jacksonville, FL and Fleet Readiness Center Mid-Atlantic (FRCMA) aboard NAS Oceana, VA, and NS Norfolk, VA. The DLM shall provide support services for aircraft, aircraft engines and associated components and material undergoing DLM. This is to include modernization, conversion, in-service repair, disassembly, and all other categories of aircraft DLM. The contractor shall perform DLM functions, alongside government civilian and military personnel, that consist of the rework of existing aviation end items, systems, and components, which include maintenance and modification functions; manufacture of items and component parts otherwise not available; in-service repair, disassembly and all other categories of aircraft DLM. Proposals will be due NLT 05:00PM Eastern on 17 November 2023.� The contract is anticipated to be awarded as late as the third quarter of FY 2024, depending on the necessary duration of the source selection evaluation phase. CONTRACT TYPE: The anticipated contract is a single-award IDIQ with Cost-Plus Fixed-Fee (CPFF) Term form (level of effort) for labor and Cost for travel. The Period of Performance (PoP) of this contract shall continue for 60 months after date of award.� Individual task orders will have their own Period of Performance (POP). � This contract will be covered by the Service Contract Act, pursuant to FAR Part 22. ELIGIBILITY: This procurement is hereby solicited as an 8(a) small business competitive set-aside. ELECTRONIC PROPOSAL SUBMISSION In accordance with Solicitation N6852023R0031, Section L, Part A: General Instructions, Section 4.0: 4.0 Electronic Proposal Submission The submission date for all Volumes shall be no later than the date and time specified in Block 9 of the SF 33 of the RFP.� All volumes of the proposal shall be submitted electronically through the Solicitation Module of the Department of Defense (DoD) Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil.� No other submissions, such as mail, hand-carried, or other electronic system (e.g., DOD SAFE) are authorized by the solicitation unless specifically authorized by the Contracting Officer pursuant to paragraph 4.1 below.� For instructions on how to post an offer, please refer to the Posting Offer demo: https://pieetraining.eb.mil/wbt/sol/Posting_Offer.pdf.
