Description
The services to be provided during this option period directly support the operational and application engineering of the Integrated Resource Management Information System (IRMIS), which is managed under the Headquarters, Department of Army, ASA (FM&C). The Contractor will provide technical and functional expertise to sustain and maintain IRMIS in an operational state during critical budget cycles and to support budget requirements. Tasks include: TASK 1 � Accounting for Contractor Manpower Reporting The contractor reports all contractor labor hours (including subcontractor labor hours) required for performance of services provided under the TO for the HQDA via a secure data collection site at SAM.gov. TASK 2 � Program Management The contractor provides program management support, including the management and oversight of all activities performed by contractor personnel, including subcontractors, to satisfy the requirements identified in the Performance Work Statement. TASK 3 � Operational Support The Contractor provides operational support for the Planning, Programming, and Budget and Execution (PPBE) Cycle, assuring IRMIS is fully operational during critical budget cycles and gives the user community reliable and state-of-the-art tools to accomplish their mission within deadline. TASK 4 � Application Engineering Support The contractor provides ASA (FM&C) engineering support to implement new budget requirements, helps the agency meet the changing needs of the user community, maintain industry best practices and plan for long-term growth and sustainability of the IRMIS Suite. The work in this task involves the development, modernization, and enhancement of the IRMIS applications. TASK 5 � Transition Services If a new Contractor is selected for Task Order (TO) award, the current Contractor provides a Transition Out Plan detailing how transition will occur from the current Contractor staff to the new Contractor staff at the beginning of the TO without interruption or degradation in any services. This includes transfer of existing deliverables, processes, and any needed shadowing of personnel.
