- *****SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY**** W912GB24R0015 Sources Sought Announcement for Belgium School � SHAPE International School Construction, Casteau, Belgium The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of contractors who have the capabilities to complete a project of similar magnitude and scope. The Government must ensure there is adequate competition among potential pool of responsible contractors. Prior Government contract work is not required for submitting a response under this Sources Sought announcement. 1. AGENCY: United States Army Corps of Engineers (USACE) Europe District (NAU) 2. NAICS: �236220, Commercial and Institutional Building Construction 3. PLACE OF PERFORMANCE: �Casteau, Belgium 4. ANTICIPATED PROJECT TITLE: �Construct the SHAPE International School, Belgium 5. ACQUISITION INFORMATION:� USACE NAU anticipates soliciting and awarding a stand-alone contract for the construction of the SHAPE International School using design-bid-build procedures.� The magnitude of construction is between $10,000,000.00 and $25,000,000.00. The construction completion period is anticipated to be 900 calendar days after the Contractor receives the Notice to Proceed. This acquisition will be solicited for full and open competition (unrestricted).� Small and Small Disadvantaged Business requirements are waived for this project due to its location Outside of the Contiguous United States (OCONUS), which means that this procurement and administration of the ensuing contract will use United States (US) procurement laws and regulation, and all eligible firms are invited to take part in this requirement. 6. PROJECT DESCRIPTION: �The new Belgian School of the Shape International Schools (SIS) facility will be a three (3) story academic classroom building with a total gross enclosed area of approximately 5,500 square meters.� The project will construct a new Belgian educational facility to replace the existing facilities located at the 700 Area at SHAPE.� The facility will be a multi-story school for Belgium. Interior spaces include: administrative offices, multi-purpose classrooms, information center, mechanical rooms, restrooms, halls, computer network areas, storage rooms, utility rooms, and other required areas for a fully functional school.� Site improvements include playgrounds, exterior lighting, and recreation areas, signage, fencing, paving and landscaping.� The project includes related infrastructure such as water, gas, sewer, storm drainage, and electrical service.� The design is compatible with the architecture of the existing buildings and uses the same design vocabulary; vertically modulated brick piers and green roofs for the academic portion and a brick base, corrugated metal panel walls and standing seam metal roofs for the special use spaces.� The academic building is comprised of a three (3) story section organized on the east side of the campus commons.� The cast-in-place concrete structure includes exterior concrete walls as backup for brick wall systems.� Interior walls are plaster finished concrete block.� Roof is flat with both a green roof system and photovoltaics.� The building will meet or exceed all relevant Belgian codes.� The acceptance and turn-over must be integrated with the academic calendar of the SIS. 7. SUBMISSIONS: �Responses to this Sources Sought notice shall be limited to five pages and shall include the following information: Firm�s Name, address(es), English speaking point of contact, phone number and e-mail address Firm�s interest in proposing on the solicitation when it is issued Firm�s Cage Code and DUNS number. Evidence of Bonding Capability: Name of Surety, Single and Aggregate Contract Amounts Firm�s capability to perform contract(s) of this magnitude and complexity within the past six years to include the following information: Brief description of projects (no more than five projects) Customer name Timeliness of performance Customer satisfaction Dollar value of the project Firm�s Joint Venture information or Teaming Arrangements they anticipate using for this project, if applicable Responses to this Sources Sought is not intended to be a Request for Proposal nor Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach. It is to request statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities Statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the USACE NAU in tailoring requirements to be consistent with industry capabilities. This Sources Sought is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. 8. �SUBMISSIONS DUE: All interested contractors should submit responses via email by 12:00 hours Central European Time (CET) on 01 November 2023.
