- Department of Veterans Affairs, Albany Stratton VA Medical Center, Network Contracting Office 2, is issuing this Notice of Intent to Sole Source in order to identify any potential sources that have the resources and capabilities to provide a comprehensive vehicle for software support while transferring from existing virtual machines to new virtual machines at the NJHCS East Orange, Lyons, nine CBOCS, and Technical Acquisition Center (Eatontown, NJ). SERVICES REQUIRED: Contractor shall provide software support while transferring from existing virtual machines to new virtual machines at the NJHCS East Orange, Lyons, nine CBOCS, and Technical Acquisition Center (Eatontown, NJ) during the term of one year from date of award with no provision for Option Years. INTERESTED & CAPABLE RESPONSES: NCO 2 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources, rights, and capabilities necessary to provide these services. Please provide all of the following in your response: Business name, business type, socio-economic status (e.g., Veteran-Owned, Woman-Owned, Disadvantaged Small Business, 8(a), etc.), person of contact (including telephone number & email address), GSA Contract number if applicable, and DUNS number. Please also include the North American Industry Classification System (NAICS) Code for which you propose to provide the service under for verification of your size standard. A Capability Statement which provides detailed, specific information that demonstrates understanding of the tasks required and capability to perform the tasks as stated in the attached Statement of Work. Failure to tailor capability statement to this specific requirement may result in your company being determined non-responsive. Responses must be submitted by 12:00 PM ET, Friday, October 27, 2023. Responses to the information requested above may be submitted via email to Levi.Russin@va.gov. This Special Notice of Intent to Sole Source is for planning purposes ONLY. The results of this notice may assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., small business set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses submitted for this notice. STATEMENT OF WORK Software Support - OIT CONTRACT TITLE: Furnish all labor, material, equipment, supplies, transportation, storage, delivery and incidentals necessary to provide software support while transferring from existing virtual machines to new virtual machines located at VA New Jersey Health Care System at East Orange, Lyons, all 9 CBOCs and Technical Acquisition Center, Eatontown, NJ. BACKGROUND: Currently, the software has been installed on existing virtual machines and Office of Information & Technology is in the process of migrating to new virtual machines. The server running the application is located at Lyons, NJ and supports all the UPSs installed at East Orange, Lyons, all 9 CBOCs and Technical Acquisition Center, Eatontown. OIT requires support in transferring the software from old to new virtual machines as well as in rectifying any issues that may arise during the period of performance. SCOPE and SPECIFIC TASK: The scope of this project is to provide remote/in-person software support when OIT migrates from old virtual machines to new virtual machines. The server running the application is located at Lyons, NJ and supports all the UPSs, located in IT data closets, installed at VANJHCS at East Orange, Lyons, all 9 CBOCs and Technical Acquisition Center at Eatontown, NJ. Once the software is setup, it should have the ability to alert the facilities management staff on the battery health of the UPSs units in computer rooms at both campuses (EO & LY). The software support is required for the period of 365 Days. The service should include 24X7 availability. Once a month functionality verification and emergency on-call service in times of sudden power failures. This will ensure proper functionality of UPSs and also the system s readiness in the event of power outages. It is also expected that Staff will guide & train OIT staff in addressing any issues. Remote support is primarily required however should the need arise, in-person support should also be included for providing on-site training to OIT staff on the functionality and final configuration of the software. Contractor is required to provide all necessary labor, material, equipment, delivery, storage, transportation as part of the software support. APPLICABLE STANDARDS AND SPECIFICATIONS FOR PROJECTS AT VA FACILITIES A. The following standards shall also apply to this project: The latest specifications and guidance documents from the VA Office of Construction and Facilities Management (CFM) Technical Information Library (TIL) available at: http://www.cfm.va.gov/til/ including: VA CFM PG-18-1 MASTER CONSTRUCTION SPECIFICATIONS, Division 01 General Requirements VA PG-18-1 MASTER CONSTRUCTION SPECIFICATIONS, Division 02 Existing Conditions PRIVACY TRAINING: A. All contractor employees and subcontractor employees requiring access to VA information and VA information systems shall complete the following before being granted access to VA information and its systems: Sign and acknowledge (either manually or electronically) understanding of and responsibilities for compliance with the Contractor Rules of Behavior, Appendix E relating to access to VA information and information systems; Successfully complete the VA Cyber Security Awareness and Rules of Behavior training and annually complete required security training; Successfully complete the appropriate VA privacy training and annually complete required privacy training; and Successfully complete any additional cyber security or privacy training, as required for VA personnel with equivalent information system access. The contractor shall provide to the contracting officer and/or the COR a copy of the training certificates and certification of signing the Contractor Rules of Behavior for each applicable employee within 1 week of the initiation of the contract and annually thereafter, as required. Failure to complete the mandatory annual training and sign the Rules of Behavior annually, within the timeframe required, is grounds for suspension or termination of all physical or electronic access privileges and removal from work on the contract until such time as the training and documents are complete. SECURITY REQUIREMENTS General Contractor s employees shall not enter the project site without appropriate security badge. They may also be subject to inspection of their personal effects when entering or leaving the project site. No photography of VA premises is allowed without written permission of the Contracting Officer except as specifically required by the scope of the work. VA reserves the right to close or shut down the project site and order General Contractor s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the Contracting Officer. The contractor employees shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities. The contractor employees shall require intermittent access only and will be escorted by VA employees while at VA Facilities. No background investigation is required. The contractor shall obtain PIV cards for all personnel who will be on site. This should be established when contract award takes place. GOVERNMENT -FURNISHED EQUIPMENT (GFE)/GOVERNMENT- FURNISHED INFORMATION (GFI) N/A RISK CONTROL Contractor shall take all measures for safety & infection control and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered. Contractor shall permit access to Department of Veterans Affairs personnel and patients through other construction areas which serve as routes of access to such affected areas and equipment. Coordinate alteration work in areas occupied by Department of Veterans Affairs so that Medical Center operations will continue during the construction period. PLACE OF PERFORMANCE Software support for server and UPSs located in IT Data Closets at VA New Jersey Health Care System, East Orange, Lyons, all 9 CBOCs and Technical Acquisition Center at Eatontown, NJ. Minimize interference of construction activities with flow of Medical Center traffic, keep roads, walks and entrances to grounds, to parking and to occupied areas of buildings clear of construction materials, debris and standing construction equipment and vehicles. PERIOD OF PERFORMANCE Vendor to start immediately after receiving the Notice to Proceed (NTP) and provide service for the period of 365 Days.
