- Agency/Office: Army Contracting Command � Detroit Arsenal (ACC-DTA) Title: Special Notice �Draft RPP eLRV and intention of Solicitation Description: The Government intends to issue a Request for Prototype Proposals (RPP) RPP24 D02 for electric Light Reconnaissance Vehicle under the Detroit Arsenal Innovation (DAI) Other Transaction Agreement (OTA), W56HZV-23-9-D001. The DAI OTA is between the Army Contracting Command (ACC) and the National Advanced Mobility Consortium (NAMC), in support of Department of Defense related Research and Development prototype projects. The Government will utilize the DAI OTA to award this effort. The Army has a requirement for an electric Light Reconnaissance Vehicle (eLRV) that will provide the Infantry Brigade Combat Teams (IBCTs) enhanced mobility, lethality, protection, mission load capacity, and onboard power for a six-Soldier Scout Squad with their associated equipment to conduct combinations of mounted and dismounted Reconnaissance and Security (R&S) missions. The eLRV will upgrade the mounted reconnaissance squad, platoon, and troop capability within the IBCTs to conduct R&S missions by providing six seats for the scout squad, reduction in acoustic / thermal signature, silent mobility, silent watch, increased dash speed, extended range, greater reliability, and reduction in Class III (Petroleum, Oil, and Lubricants (POL)) requirements over the current High Mobility Multipurpose Wheeled Vehicle platform. The eLRV will operate in conjunction with the Mobile Protected Firepower (MPF) and Infantry Squad Vehicle (ISV) platforms to enhance the lethality, mobility, and survivability of the IBCT. The eLRV will support the IBCTs ability to fight Cross-Domain Maneuver in Multi-Domain Operations (MDO) and is the first full system under the Tactical and Combat Vehicle electrification (TACV-e) initiative. This is a prototype project because contractors will develop physical models of an eLRV to evaluate the technical feasibility and military utility of electrification of Army vehicles.� Army Futures Command (AFC) has identified the need to incorporate a scalable and adaptable capability that reduces reliance on fossil fuels and effectively generates, stores, and distributes power to the maneuver and reconnaissance formations. eLRV will achieve these capabilities through electrification enhancing the Combatant Commanders� ability to fight Cross-Domain Maneuver in MDO. This capability provides strategic flexibility for entry operations (penetration), both permissive and non-permissive, to counter threat anti-access strategies by using multiple austere entry points to bring in combined arms combat configured units.� The Government anticipates pursuing a Follow-on Production effort under the authority of 10.U.S.C. 4022(f), which states that, upon a determination that the competitively awarded prototype project has been successfully completed, the prototype project may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The anticipated Follow-on Production is 1,485 units estimated at $672,000,000. NOTE: This Special Notice is for informational purposes and to provide information to view a DRAFT of the RPP Solicitation. A prototype project will not be awarded in response to this announcement.
