Description
This is a sole source solicitation. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both SAM.gov and NECO (https://www.neco.navy.mil/). N0018924QZ010 is the Request for Quotations (RFQ) number. This solicitation is for the procurement of Commercial Services. This solicitation documents and incorporates provisions and clauses in effect through FAC 2023-05 and DFARS Publication Notice 20230929. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/far/ and http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html. The NAICS code is 813920, and the Small Business Standard is $23.5 million. The PSC is R499. This is a sole source acquisition; the Small Business Office concurs with the set-aside determination. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office requests responses from qualified sources capable of providing: The Navy Recruiting Command requires services for Navy participation and outreach opportunity at events of the American Indian Scientist Engineering Society (AISES) and its 2023 National Conference; moreover, NRC requires sponsorship services of the Society for 12-month period. Specifically, this action will procure AISES Lapis Sponsorship level and the services and outreach opportunities associated with it. Sole Source: The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b), soliciting form a single source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition constitutes as a sole source requirement. The firm American Indian Scientist Engineering Society (AISES), of Albuquerque, NM is a non-profit organization (other-than-small business), whose CAGE Code is 0YEE4. The Navy must compete against several successful Fortune 500 companies for technically Advanced students. NRC Annual Conference Planning and Selection Board, strategically develops and selects only those venues that deliver leads for the required Student market. This venue has contributed to a percentage of NRC FY24 new contract goal attainment and the Navy hopes to have the same continued success during the period. Matching national demographic is the goal of NRC. AISES substantially increases the representation of American Indians and Alaskan Natives in STEM studies and careers; AISES conference and Leadership summit expose participants to opportunities across the nation via colleges and careers. The Navy has an invested interest in recruiting the best and the brightest and AISES provides quality applicants. The Navy American Engineering professionals are becoming scarce. Through AISES programs, their longevity and devoted commitment of its family, they are the leader of STEM opportunities in Indian Country. Members from over 200 tribal nations are represented within AISES, and AISES welcomes the support and participation of corporate, government, academic and tribal decision makers. AISES is the ONLY organization that can provide the required goods and services based on the associations primary ethnic focal point. Although there are several agencies that centralize on Native American advancement, growth, and development, AISES is the ONLY Native American association initiating an organized sponsorship conference at the time of request. Line Items: CLIN 0001 - AISES Sponsorship/Outreach Services - FFP - 1 Lot Delivery / Period of performance is 19 Oct 2023 to 18 October 2024. FOB Destination applies. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provisions and clauses are applicable to this procurement: 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services; 52.212-3 Offeror Representations and Certifications-Commercial Products and Commercial Services (and its Alt I); 52.212-4 Contract Terms and Conditions-Commercial Products and Commercial Services; 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services. The attached document includes additional contract requirements, terms, and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote, which shall be considered by the agency. System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. All questions regarding the solicitation shall be submitted in writing via email to bridget.blaney.civ@us.navy.mil. Any question/quote attachments included in the email shall be limited to the following formats: PDF, Microsoft Word, Microsoft Excel. This announcement will close at 4:00 PM EST on 18 Oct 2023.
