Description
The U.S. Army Corps of Engineers Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL) intends to issue a Firm Fixed Price (FFP) single source award to Geotechnical Consulting & Testing Systems, L.L.C. (GCTS), CAGE 3FR66, �to upgrade existing Fredlund Devices originally provided by GCTS. GSL will provide the original Soil Water Characteristic Curve (SWCC) testing equipment to add additional components to the system. GCTS will add the requested items to the existing equipment. Once the upgrade is complete, GCTS will ship the upgraded equipment safely back to ERDC. � GSL currently owns 2Fredlund SWCC testing devices (SWC-150) that provide the government the capability to evaluate soil water characteristic curve (SWCC) testing in order to understand partially saturated soil conditions with respect to air, water, and soil interaction.� With the addition of biopolymer research to civil work efforts, upgrading existing equipment is required.� With the upgrade, SWCC will become automated, adding the capability to do a magnitude of research that was once not achievable.� These upgraded devices will help GSL researchers characterize the Soil/Water/Biopolymer behavior, Transient Flow characterization, and soil water characterization under varying loads.� This capability is not readily available within the market, as this would be a custom built, unique device.� These devices will also aid in research for not only civil works concepts, but military engineering projects for the future.� Adding this capability will enhance civil work deliverables, as well as aid in war fighter safety. The award will be issued in accordance with FAR 13.106(b)(1)(i). The applicable North American Industrial Classification System Code (NAICS) code is 334519, Other Measuring and Controlling Device Manufacturing, with a size standard of 600 employees. This notice of intent is for information purposes only. � This notice is not a request for competitive quotes or proposals. A solicitation will not be issued.� However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor�s ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
