- The Office of Community Planning and Development (CPD) intends to negotiate and award on a sole source basis to ((Cloudburst Consulting Group, Inc), 8400 Corporate Drive, Landover, MD 20785) under the authority of13.104 and 13.106-1a. provide data analysis, reporting, and customer support services to support various CPD systems. The contract will require contractor support services to operate and maintain multiple program offices with CPD. This work will involve merging, aligning, and analyzing data from the following CPD systems and Websites: Electronic Special Needs Assistance Program Processing System (e-snaps) e-snaps databases and system support to the Office of Special Needs Assistance Programs (SNAPs) competitive Homeless Assistance Grant (HAG) programs, and the Continuum of Care (CoC) Annual Performance Report (APR). Annual Performance Reports (APR) database for and the Annual Program Report for the Housing Opportunities for Persons with AIDS (HOPWA) program supports their competitive programs. �Consolidated Annual Performance and Evaluation Report (CAPER) databases support the HOPWA formula program. Integrated Disbursement and Information System (IDIS) supports the Community Development Block Grant Program (CDBG), Section 108 Loan Guarantee Program, HOME Investment Partnership Program (HOME), Emergency Solutions Grants (ESG), and both the formula and competitive HOPWA programs. Disaster Recovery Grant Reporting (DRGR) System supports Disaster Recovery Assistance, the Neighborhood Stabilization Programs (NSP1, NSP2, and NSP3), the Rural Innovation Fund (RIF), and the Technical Assistance Program by providing timely performance information regarding accomplishments achieved with use of program funds, pursuant to the Government Performance and Results Act of 1993 (GPRA) and program regulations. Title V Property Management System supports HUD in the collection information from federal agencies regarding their unutilized, underutilized, excess and surplus properties, and determines which are suitable for use to assist homeless persons by cataloging, tracking and reporting on underutilized, excess, or surplus Federal and Base Realignment and Closure (BRAC) property for use as facilities for the homeless. �Grants Management Process (GMP) System is an internal system used by HUD staff only for monitoring grants and grantees, and for tracking internal management processes related to the grants oversight functions performed by CPD�s field staff. HUD Exchange provides a one-stop shop for resources, assistance, and information to support the work of HUD's partners in local communities. HUD Internet Web Sites supports all CPD programs to educate and keep the American people informed about the Department's mission to create strong, sustainable, inclusive communities and quality affordable homes for all. HUD�s Intranet Websites are internal Websites used by HUD staff only for tracking internal management processes related to all CPD programs. The period of performance is for four (4) months, after contact award. The NAICS code 541611 Administrative Management & General Management Consulting. The size standard is $24.5M. This notice of intent is not a request for competitive quotations.� However, any firm that believes it can meet these requirements may submit a written response via email to Brend K. Lee at the email address below by noon on October 23, 2023. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement.� Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government.� If no responses are received, HUD will proceed with the sole source award.� The anticipated award date of this requirement is around October 25, 2023.� Please submit your capability statement to brenda.k.lee@hud.gov.
